Product Manager/Owner

Scope of Work:

Capio Group is looking for an experienced Product Manager/Owner to work as part of a team to provide product management support services. This role involves assisting with product strategy, development, and the achievement of strategic goals for enhancements and improvements to client programs while ensuring compliance with regulations and framework requirements. The Product Manager/Owner will oversee the development and lifecycle of a product from conceptualization through iterative development and launch, ensuring alignment with business goals and customer needs. This will be accomplished through strategic and market analysis, as well as cross-functional collaboration. The Product Manager/Owner will act as a bridge between various teams, translating customer feedback and market insights into actionable plans to drive product success.

The Product Manager/Owner will be responsible for tasks including but not limited to:

  • Oversee and advise the development of a product or products within the client product portfolio.
  • Lead, assist and/or guide the identification and articulation of client business program objectives and key results (OKRs) for product development or delivery.
  • Lead, assist and/or guide the identification of relevant performance outcome measures.
  • Lead, assist, and/or guide the development and management of product vision, product Roadmap, and serve as the content authority for the acceptance criteria for product features.
  • Lead, assist, guide, and monitor efforts to establish quantifiable and qualitatively measurable product performance measures.
  • Contribute to internal and external stakeholder understanding of and support for product management processes, artifacts, and results with project staff, project sponsor, Subject Matter Experts (SMEs), and other internal and external stakeholders.
  • Represent and align with the client Product Management organization in all internal and external stakeholder interactions.
  • Work collaboratively with other vendors and state staff on team assignments.
  • Participate in the client Product Manager Community of Practice, contributing constructively to the development of the Product Management competency of the entire organization.
  • Resolve, or appropriately escalate, when necessary, obstacles for product delivery teams related to product needs, questions or conflicts.
  • Assist and support Product Owners to understand Stakeholder and User pain points, needs, opportunities, and priorities such that they can serve as the voice of the customer/user to product development teams and set delivery team backlog priorities appropriately.
  • Consult with client Product Management leadership to guide and align individual products with the client Product Portfolio Vision, Goals and Roadmap.
  • Assist and support client Product Managers and Product Owners to ensure product user acceptance and use, including through development of implementation plans, acceptance metrics, and performing activities related to execution.
  • Assist and support client Product Manager and Product Owners to identify and articulate acceptance criteria for user stories.
  • Assist with and support stakeholder management/user relations during product planning, discovery, and development.
  • Conduct business solution research, assisting with the identification of business process re- engineering to maximize the value of new products and/or support product adoption.
  • Prepare or assist with development of workflow and business architecture diagrams as necessary to establish a thorough understanding of as-is and to-be business processes.
  • Assist with driving product launches and collaborating with business teams to facilitate awareness and adoption of new features and capturing customer feedback.
  • Use data to assess product use outcomes and refine and/or iterate upon product priorities to achieve product strategy.
  • Participate in scrum ceremonies, including sprint planning, backlog refinement, sprint review, and retrospectives.
  • Assist with writing and refining user stories to support Product Owners to maintain a ready-to- work backlog aligned to the Product Roadmap.
  • Assist with writing and editing release notes, training materials, or other communications to the product stakeholders and users.
  • Establish and maintain a client program-focused product management process that supports the modernization of mission-critical applications/products.
  • Prepare and present product strategy, Roadmap, and priorities to internal and external stakeholders with exceptional communication materials and skill.
Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum of three (3) years of full time equivalent (FTE) experience in understanding end-to-end product development cycles developing products; UX conducting market research; generating product requirements; determining product road maps and specifications, production timetables, and time- integrated plans for product introduction; developing service to market strategies; and managing client service relations.
  2. Must possess a bachelor’s degree. Successful completion of a bootcamp in a related field plus an additional year of experience may be substituted for the degree requirement. A copy of the degree must be provided upon request.
  3. Within the last ten (10) years, must have a minimum of nine (9) years of FTE experience in developing products; conducting market research; pricing and developing marketing strategies. At least three (3) years of that experience must have been in a lead capacity.
  4. Within the last five (5) years, must have a minimum of three (3) years of FTE experience in the developing use cases, scenarios, and workflow analyses to help create and validate business requirements.
  5. Within the last ten (10) years, must provide at least two (2) references from previous engagements of similar size, scope, and type of service.
Desirable Experience:
  1. Hold an active and valid Scrum Product Owner Certification. A copy of the certificate  must be provided upon request.
  2. Hold an active and valid SAFe® Product Manager/Product Owner or Agilist Certification. A copy of the certificate  must be provided upon request.
  3. Within the last five (5) years, experience in developing product objectives and key results with internal and external governmental stakeholders.

Capio Group is looking for an experienced Project Manager to be a part of a team to provide project management services to help manage and oversee planning activities and Stage 4 of the Project Approval Lifecycle (PAL) for the client Information Technology (IT) Systems Modernization project. The Project Manager  will assist with the remaining project planning activities, managing, supporting, and guiding, conducting project readiness, legislative analysis, PAL Stage 4 documentation, and the evaluation of proposals for the Solution Integrator, preparing for Solution Integrator onboarding, and transitioning to the implementation activities after project approvals.
To accomplish these activities, the Project Manager will be responsible for tasks including but not limited to:

  • Assess and incorporate changes to the Project resulting from ongoing legislation using the project’s change control process.
  • Participate and contribute to project planning activities, including but not limited to assisting with the primary solution solicitation and the development of CDT PAL Stage 4 deliverables. 
  • Define, plan, and conduct implementation preparation activities to include but not limited to: 
    1. (i) Prepare and/or update project repositories, artifacts, tools, policies, and processes.
    2.  (ii) Ramp-up of a solution vendor to assume responsibilities for leading, overseeing, and completing assigned tasks and deliverables that will be required of state staff, primary solution and ancillary vendors
  • Conduct effective project management through remaining PAL stages.
  • Provide project management support to the client project management team.
  • Assist the client in the completion of Solution Integrator (SI) Request for Proposal (RFP) development.

Mandatory Experience:

  1. Within the last ten (10) years, must have five (5) years of broad, extensive and increasingly responsible experience applying Project Management principles, methods, techniques, and tools. *Desirable Qualification scores may be awarded for additional years of experience.
  2. Within the last ten (10) years, at least three (3) years of applying Project Management principles, methods, techniques, and tools experience must have been in a lead capacity. *Desirable Qualification scores may be awarded for additional years of experience.
  3. Must possess a Bachelor’s Degree. A copy of the degree must be provided upon request. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Scope of Work:

Capio Group is looking for an experienced Technical Writer to work as part of the team on modernizing the reporting system and improving the collection, timeliness, accuracy, completeness, uniformity, integrity, and accessibility of system data to inform strategic decisions. This will position stakeholders to gain a deeper understanding of the system’s data, allowing them to improve analysis and inform policy and decision-making to enhance safety for all users. The project will include a user-friendly interface that incorporates human factor design to streamline reporting through improved data collection, enhanced data quality control procedures, greater reporting efficiency, improved integration and communication with stakeholder data systems, and encouragement for agencies that submit paper reports to use the new application to submit reports electronically. Collectively, these improvements will transform reporting and improve the quality of the system data.

The Technical Writer is responsible for ensuring all deliverables are clear, comprehensive, consistent, and professionally documented. The Technical Writer's tasks include:

  • Collaborates with solutions architects, network engineers, and security specialists to gather necessary technical information and translate complex IT concepts into understandable language for a variety of audiences.
  • Reviews, modifies, edits, and proofreads all draft documents, including project management plans, architecture design, security plans, operational runbooks, and test plans for clarity, grammar, spelling, and adherence to contractual requirements.
  • Develops, organizes, and standardizes all diagrams, flow charts and visual aids within the documents to enhance comprehension and consistency.
  • Maintains document versions and change control, ensuring the latest approved iterations of all deliverables are readily available and properly indexed.
  • Assists in the development of knowledge transfer materials, training guides, and standard operating procedures for the client’s IT personnel.

Mandatory Experience:

  1. Within the last seven (7) years, must have a minimum of two (2) years of experience performing IT technical writing. Experience can include being in a position as a specialist or research assistant in a technical field.
  2. Must possess a Bachelor’s Degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  3. Within the last seven (7) years, must have a minimum of five (5) years of experience in performing IT technical writing for complex IT infrastructure or software development projects.
  4. Within the last seven (7) years, must have a minimum of five (5) years of active daily use and industry standard documentation tools including MS Word, a minimum of one (1) diagramming tool such as MS Visio, and experience with a minimum of one (1) collaborative content management system such as SharePoint.
  5. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
Desirable Experience:
  1. Within the last seven (7) years, a minimum of two (2) years of direct experience in performing IT technical writing specifically for projects involving cloud computing.
  2. Within the last seven (7) years,  shall have proficiency with a minimum of
    a) One (1) specialized technical authoring tool beyond the standard MS Office suites, (or)
    b) One (1) year experience using markdown and Git-based version control for documentation.
  3. Within the last seven (7) years, shall have experience designing and implementing information architecture for large-scale IT technical documentation sets as evidenced by contributions to a minimum of two (2) multi-document projects.
  4. Within the last seven (7) years, shall have a minimum of two (2) years of direct experience and technical writing specifically for a State of California agency or other large-scale state government entity within the United States.

The Cloud Enterprise Architect's responsibilities span from project planning to post-go-live support of a client -hosted or public cloud architecture. The Cloud Enterprise Architect conducts market research; conducts an analysis of all viable alternative solutions; recommends the best viable solution; and designs, configures, tests, and implements the cloud infrastructure and storage services, in partnership with client’s network, storage, and server teams, from project planning through project closeout and includes the following:

  • Participates in the PAL Stages 2-4, by conducting market research, providing three (at minimum) viable alternative cloud architecture solutions, and recommending the best viable alternative.
  • Participates in regular and ad hoc project meetings.
  • Leads the architectural design, configuration, and hands-on implementation of secure, scalable, and highly available cloud infrastructure solutions across one or more of the managed public cloud environments as defined by the functional requirements and design documentation.
  • Develops comprehensive cloud architecture blueprints including infrastructure-as-a-service (IaaS), platform-as-a-service (PaaS), and serverless computing designs, ensuring optimal utilization of services.
  • Designs, configures, tests, and implements cloud networking configurations in collaboration with the network enterprise architect(s), including virtual networks, subnets, routing, load balancing, private endpoints, and secure hybrid cloud connectivity.
  • Oversees the implementation of core cloud services, such as virtual machines, container
    orchestration platforms, managed databases, storage solutions, identity and access management, and key management services.
  • Develops, tests, and deploys infrastructure as code (IaC) templates and automation scripts for repeatable and consistent cloud environment, provisioning, and configuration.
  • Integrates and configures security controls (cloud firewalls, security groups, cloud security posture management tools) to ensure compliance with departmental policies and regulatory requirements like Criminal Justice Information Services (CJIS) and National Institute of Standards and Technology (NIST).
  • Designs, configures, tests, and implements cloud monitoring, logging, and alerting solutions to ensure operational visibility, performance tracking, and proactive incident response for cloud infrastructure.
  • Develops strategies and implements solutions for cloud data management, including backup, disaster recovery, data replication, and data archiving across cloud regions or hybrid environments.
  • Provides expert guidance and hands-on support during the migration of existing applications and data to the cloud solution and supports the deployment of system during go-live.
  • Leads performance optimization and cost management efforts for cloud infrastructure, implementing strategies for efficient resource utilization and continuous cost control.
  • Creates and maintains detailed cloud architecture documentation, including high level designs, low level designs, as-built configurations, and operational runbooks.
  • Provides technical leadership, mentorship, and knowledge transfer to client’s internal IT teams on cloud architecture principles, best practices, and operational procedures.

  • Develops and implements technical project plans to meet the Project’s objectives.

  • Monitors technical project performance (scope, schedule, issues, risks, and quality) and works with the client Project Manager and IV&V consultant(s) to implement mitigating and corrective actions as needed and approved by the client Project Manager.
  • Prioritizes and manages the project-related work of the project team, to include other contracted consultants, to ensure project objectives are achieved, and requirements are met in a timely manner, in collaboration with the client Project Manager and functional managers.
  • Develops, implements, and maintains quality assurance processes for review and feedback by the client’s functional managers, subject matter experts (SME), and contracted IV&V consultant(s),
  • Conducts presentations or provides briefings on technical aspects of the Project.
  • Participates in phase, milestone, and final project reviews.
  • Develops, implements, and maintains the technical project schedule and/or sub-project schedules and project task and action item tracking tools, in coordination with the client Project Manager, and in accordance with approved project management plans. Schedules should be updated regularly, at a minimum of once per month.
  • Maintains the Risk Register, Issue Log, Change Request Log, and Decision Log, in accordance with approved project management plans, in coordination with the client Project Manager.
  • Provides expertise and contributes to the development of the Organizational Change Management plan
  • Participates in and contributes to presentations to the Executive Steering Committee including Alternatives Analysis Overview, project milestone checkpoints, and production environment Go/ No-go.
  • Assists the client Project Manager in project closeout activities, including soliciting and documenting lessons learned in the Lessons Learned Log on a quarterly basis, and contributing to the development of the Post Implementation Evaluation Report.
  • Utilizes client’s SharePoint site for the purposes of collaborating on, sharing, and storing all project documents and records. The Contractor and client Project Manager work collaboratively to determine the SharePoint site folder structure and naming conventions, and other project management and collaboration tools (e.g., Microsoft [MS] Office 365 and Project) used to support the project.

Mandatory Experience:

  1. Within the last ten (10) years, must have seven (7) years of broad, extensive and increasingly responsible experience applying Project Management principles, methods, techniques, and tools.
  2. Within the last ten (10) years, at least four (4) years of applying Project Management principles, methods, techniques, and tools experience must have been as a senior PM of one or more large or complex IT projects.

  • Manage the consultant team and oversee all aspects of the scope or work. 
  • Work with the client to define project scope, requirements, and deliverables; monitor project activities and resources to mitigate risk.

    Support the data migration team with data migration planning and data conversion and transformation activities.
  • Accountable for the traceability of requirements through the implementation phases/activities with both the positive confirmation of requirements and unit testing. Perform and manage design, debug, and performance analysis on solutions. Develop detailed design documents, interface specifications, and performance and capacity test plans.
  • Collaborates with the client to ensure security standards and protocols. Responsible for ensuring that the solution complies with information security standards, best practices, requirements, and all required applicable state security provisions. And policies, standards, and procedures related to infrastructure, security, configuration, and code (where applicable) are established, documented, communicated, validated, and enforced.
  • Responsible for defining and documenting network, security, and server specifications for off-premise and on-premise project components.
  • Responsible for the definition and management of all pre-production and production environments. Responsible for the development of transition documentation and training required to conduct production cutover activities.
  • Provide recommendations and roadmaps for proposed solutions, including all technical documentation on the Contractor's solution.
  • Monitor the development process and keep stakeholders, including senior architects and technical operations teams, informed in collaboration with the Lead Developer.
  • Regularly communicate new features and benefits to partners and stakeholders. Manage and communicate technical risks and mitigation options during solution development.
  • Provide technical leadership to an architecture team throughout the solution development, maintenance and operations services.
  • Review and validate solution design proposals from other teams as necessary.
  • Utilizes the latest state-of-the-art technologies as much as possible.
  • Conduct knowledge transfer through the solution lifecycle phases.
Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum seven (7) years of full-time experience data architecting enterprise solutions in a lead role on complex information technology project(s) with a with a minimum contract value of at least ten million $10M+, implementing, integrating, and managing a cloud-based SaaS solution with and 10,000+ users and with the Salesforce technology to be implemented in the proposed solution (e.g., providing technical leadership to a team throughout the project lifecycle, reviewing and validating solution designs from other team members, performing design and debug activities for multiple systems, process improvement, solution development, and performance analysis on solutions). *Desirable Qualification scores may be awarded for additional years of experience up to five (5) years.
  2. Within the last ten (10) years, must have five (5) years of experience in a Solution Architect role on a complex information technology project(s) with a contract value of at least ten million ($10M) involving stakeholder groups both internal and external to the organization in at least five (5) business programs or functional areas which include:
    (a) Data management,
    (b) Case management,
    (c) Implementing a cloud solution, and
    (d) At least one of the following additional functions:
    i. Data Submission
    ii. Entity Management
    iii. Reporting Management
    *Desirable Qualification scores may be awarded for additional years of experience up to five (5) years.
  3. Must possess and maintain Enterprise Architecture Certification in one or more industry-leading architecture framework(s).  A copy of the certification must be provided upon request. 
  4. Within the last ten (10) years, must have at least five (5) years of implementing and
    maintaining enterprise-level ECM platforms such as DocuEdge, Documentum, Hyland OnBase or equivalent ECM platforms. *Desirable Qualification scores may be awarded for additional years of experience.
  5. Within the last ten (10) years, must have at least five (5) years of experience in integrating the ECM process with a customized SaaS solution.
  6. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role
Desirable Experience:
  1. Within the last ten (10) years, one (1) or more years of experience with role-based access management to ECM documents, data/document privacy and security standards. *Desirable Qualification scores may be awarded for additional years of experience up to five (5) years.

Scope of Work:
Capio Group is looking for an experienced Senior Data Architect to provide IT Services for implementation of the clients cloud-based Software as a Service (SaaS) solution, software licensing and maintenance, and optional post-implementation services. The proposed solution is an enterprise-level data system, to address current and future information needs. The client solution supports a secure system to intake documentation, certifications, compliance forms, and data from public water systems; determine compliance; support staff and management through compliance evaluations, document generation, and recordkeeping; facilitate data-driven decision-making; and provide automated data publication. The Senior Data Architect will be delegated to handling scope and communication to clients during delivery.

As part of the team, the Senior Data Architect will be responsible for tasks including but not limited to:

  • Ensures the database design of all components has an enterprise view and that each component/module works together to address the functional requirements.
  • Manages data warehousing (both traditional and cloud) and data governance.
  • Implements and performs performance tuning.
  • Utilizes data engineering and ETL tools from multiple sources.
  • Implements self-service business intelligence tools.
  • Maintains in-depth knowledge of cloud technologies, platforms, and solutions as they relate to data architecture.
  • Works within an integrated and multi-cloud environment.
  • Provides data architecture expertise in building the solution.
  • Uses data governance tools and develops data migration strategies from legacy to modern technologies.
  • Migrates documents and metadata from legacy applications to future state content management.
  • Collaborates with project stakeholders to ensure and address all functional and non-functional requirements.
