Scope of Work:
Capio Group is looking for an experienced Senior Software Solutions Architect to provide IT Services for implementation of the clients cloud-based Software as a Service (SaaS) solution, software licensing and maintenance, and optional post-implementation services. The proposed solution is an enterprise-level data system, to address current and future information needs. The client solution supports a secure system to intake documentation, certifications, compliance forms, and data from public water systems; determine compliance; support staff and management through compliance evaluations, document generation, and recordkeeping; facilitate data-driven decision-making; and provide automated data publication. This role defines the Salesforce technical scope and works with the development team to size and design components and integrations. Additionally, has overall responsibility for managing the solution architecture design, development, implementation, integration, and deployment.

As part of the team, the Senior Software Solutions Architect will be responsible for tasks including but not limited to:

  • Responsible for the overall design and configuration of the proposed solution to meet the functions defined by the requirements and elicited business rules. Coordinates design, development, implementation, and integration activities with the client. Acts as the most knowledgeable expert on all technical software components.
  • Accountable for the client system architecture, technical design and technical implementation. Configure the solution database to include client data fields. Responsible for the implementation of functional, data science and data integration requirements. Works with an implementation team to ensure modules interoperate.
  • Document business user stories and service models for the solution to align with the client enterprise architecture and adopt practices accounting for business, application, data, technology and security domains.
  • Design and deliver solutions and interfaces using DevOps methodologies, accounting for logical and operational models addressing application, data, security, and infrastructure.
    Integrates and translates complex technical concepts and User Stories into actionable development plans.
  • Designs and participates in the development of the abstraction layer. Works with the client and other technical staff to conceptualize, design, and build interfaces between multiple entities.
  • Directs and participates in all phases of application development with emphasis on planning, analysis, evaluation, integration, testing, and acceptance phases.
  • Designs, develops, and maintains cloud architecture and infrastructure.
  • Establishes an enterprise-wide process to complete the planning and implementation of ECM software systems. Ensures the seamless interface of the ECM solution with other legacy applications wherever needed.
  • Serves as the point of contact for content management matters to resolve all issues related to documents, including quality standards. Applies higher-level business or technical principles and methods to difficult technical problems to arrive at engineering solutions.
  • Create and maintain the overall technical vision for the project solution that aligns with the client business outcome, mission, vision, strategic direction and architecture.
    Provide as-is and to-be states with gap assessments and recommendations for addressing gaps.
  • Ensures and addresses all the functional and non-functional Requirements.
    Support the data migration team with data migration planning and data conversion and transformation activities.
  • Accountable for the traceability of requirements through the implementation phases/activities with both the positive confirmation of requirements and unit testing. Perform and manage design, debug, and performance analysis on solutions. Develop detailed design documents, interface specifications, and performance and capacity test plans.
  • Collaborates with the client to ensure security standards and protocols. Responsible for ensuring that the solution complies with information security standards, best practices, requirements, and all required applicable state security provisions. And policies, standards, and procedures related to infrastructure, security, configuration, and code (where applicable) are established, documented, communicated, validated, and enforced.
  • Responsible for defining and documenting network, security, and server specifications for off-premise and on-premise project components.
  • Responsible for the definition and management of all pre-production and production environments. Responsible for the development of transition documentation and training required to conduct production cutover activities.
  • Provide recommendations and roadmaps for proposed solutions, including all technical documentation on the Contractor's solution.
  • Monitor the development process and keep stakeholders, including senior architects and technical operations teams, informed in collaboration with the Lead Developer.
  • Regularly communicate new features and benefits to partners and stakeholders. Manage and communicate technical risks and mitigation options during solution development.
  • Provide technical leadership to an architecture team throughout the solution development, maintenance and operations services.
  • Review and validate solution design proposals from other teams as necessary.
  • Utilizes the latest state-of-the-art technologies as much as possible.
  • Conduct knowledge transfer through the solution lifecycle phases.
Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum seven (7) years of full-time experience data architecting enterprise solutions in a lead role on complex information technology project(s) with a with a minimum contract value of at least ten million $10M+, implementing, integrating, and managing a cloud-based SaaS solution with and 10,000+ users and with the Salesforce technology to be implemented in the proposed solution (e.g., providing technical leadership to a team throughout the project lifecycle, reviewing and validating solution designs from other team members, performing design and debug activities for multiple systems, process improvement, solution development, and performance analysis on solutions). *Desirable Qualification scores may be awarded for additional years of experience up to five (5) years.
  2. Within the last ten (10) years, must have five (5) years of experience in a Solution Architect role on a complex information technology project(s) with a contract value of at least ten million ($10M) involving stakeholder groups both internal and external to the organization in at least five (5) business programs or functional areas which include:
    (a) Data management,
    (b) Case management,
    (c) Implementing a cloud solution, and
    (d) At least one of the following additional functions:
    i. Data Submission
    ii. Entity Management
    iii. Reporting Management
    *Desirable Qualification scores may be awarded for additional years of experience up to five (5) years.
  3. Must possess and maintain Enterprise Architecture Certification in one or more industry-leading architecture framework(s).  A copy of the certification must be provided upon request. 
  4. Within the last ten (10) years, must have at least five (5) years of implementing and
    maintaining enterprise-level ECM platforms such as DocuEdge, Documentum, Hyland OnBase or equivalent ECM platforms. *Desirable Qualification scores may be awarded for additional years of experience.
  5. Within the last ten (10) years, must have at least five (5) years of experience in integrating the ECM process with a customized SaaS solution.
  6. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role
Desirable Experience:
  1. Within the last ten (10) years, one (1) or more years of experience with role-based access management to ECM documents, data/document privacy and security standards. *Desirable Qualification scores may be awarded for additional years of experience up to five (5) years.

As part of the team, the Senior Data Architect will be responsible for tasks including but not limited to:

  • Manages data warehousing (both traditional and cloud) and data governance.

Scope of Work: 
Capio Group is looking for an experienced and qualified Project Manager to provide project management services to the client in support of project initiation, planning, execution, monitor and control, and closing activities for multiple projects. This includes activities to mature and support the client in its adoption of practices, processes, and tools related to agile project management, portfolio management, system development, agile development, and governance. The Project Manager (PM) will provide agile & waterfall project management services for all aspects of the project, including but not limited to the areas of: communications, scope/requirements, schedule, cost, risks, issues, quality, change control, resource, integration, business process re-engineering, organizational change management, and procurement. Additionally, the Project Manager will facilitate the necessary scoping, planning, coordination, direction, governance, and agile/scrum project management best practices necessary for successful project implementation.
The Project Manager will be responsible for tasks including but not limited to:

  • Work collaboratively with the Project Sponsor and other stakeholders from the client on complex enterprise IT projects to establish objectives, roadmaps, roles/responsibilities, and visual task backlogs that can be managed through all phases of implementation; ensure that projects support the organization's strategic and operational goals through agile, cost-effective, innovative, reliable, and secure technologies.
  • Review business needs, assess impact to operations, recommend policy changes to executives, and implement changes necessary to ensure regulatory compliance and enforcement.
  • Provide management of the entire IT project and system development lifecycles by managing projects through initiation, planning, execution, monitoring and controlling, and the project closure process.
  • Detail business needs and outcomes by assessing and documenting the current environment, including stakeholders, business processes, systems/tools, and data utilized/needed. 
  • Solve complex business problems by providing technical advice and project solution alternatives.
  • Plan and implement organizational change management activities to transition staff from their current state to the desired future state.
  • Work with stakeholders to facilitate the improvement/re-engineering of business processes to align with technology needs.
  • Facilitate the elicitation of requirements/use cases/user stories with subject matter experts and manage through the requirements lifecycle.
  • Create all needed project management documents needed for the support of the client project(s) and to meet any project oversight requirements.
  • In coordination with the Project Sponsor, manage the effort of procuring any new products and services required for the execution of the project.
  • In coordination with client staff, manage complex vendor contracts to ensure schedule, budget, quality, performance, and products are consistent with contract deliverables.
  • Lead the project team through all phases of system development, including analysis, design, build, test, training, and product roll-out.
  • Collaborate with subject matter experts and develop project management and system development deliverables in a timely manner based on established client standards.
  • Create and present reports to provide project information to District and college executives and other stakeholders, including governance committees established for the project, program staff, administrative staff, and oversight entities.
  • Actively/proactively identify and manage risks and issues to minimize impacts to scope, schedule, and costs and provide detailed analysis.
  • Support the planning and facilitation of portfolio management activities and processes.
  • Ensure the development and maintenance of the program roadmap and business process model by formulating strategies, plans, and policies pertaining to the system project planning, management, and solution delivery processes.
  • Perform these activities in accordance with the client management plans and be responsive to the approved schedule during the agreement period.
  • Leverage project management best practices in accordance with the Institute of Electronics and Electrical Engineers (IEEE) standards, the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodology, Agile/Scrum methodology, client Best Practices, and any other applicable standards.
  • Facilitate the Scrum Process: Act as the Scrum Master in implementing Scrum principles including stand-ups, sprint planning, backlog grooming, sprint reviews, and retrospectives.
  • Coaching and mentoring: Provide guidance and support to the Scrum team, help the team to understand and implement Scrum principles/practices effectively.
  • Ensure a productive working environment for the team by maintaining focus on the sprint goal, removing/escalating roadblocks, fostering multi-disciplined team collaboration, and promoting transparency.
Knowledge Skills and Abilities: The Project Manager must possess the following skills and abilities in order to perform the essential functions of the position:
  • Mastery of project management concepts, principles, practices, and processes prescribed by the PMBOK for developing and maintaining project management plans, schedules, risk and issue analysis, and work processes used in the IT project lifecycle.
  • Possession of the PMI Project Management Professional (PMP) Certificate is desired.
  • Experience applying the principles, methods, techniques, and tools for developing, scheduling, coordinating, and managing projects and resources, including but not limited to the areas of: communications, scope/requirements, schedule, cost, risks, issues, quality, change control, resource, integration, business process re-engineering, organizational change management, and procurement.
  • Ability to facilitate collaboration amongst various stakeholder groups and produce detailed artifacts independently, including process documentation, management plans, schedules, requirements, schedules, and analysis documents (i.e., white papers).

Scope of Work:
Capio Group is looking for an experienced Senior Project Manager to provide Enterprise Project Management Office (EPMO) support services for enhancements and improvements to the client healthcare program, while following regulations set forth by the Centers for Medicare and Medicaid Services (CMS), including the Medicaid Information Technology Architecture (MITA) Framework. The client needs a range of EPMO support services to ensure projects align with strategic goals, comply with healthcare regulations and functions that help align projects, programs, and portfolios with enterprise strategy. At the direction of the client, the Senior Project Manager shall provide comprehensive and ongoing support to the Enterprise Project Management Office (EPMO) through a range of strategic IT and non-IT services. These services aim to strengthen project execution, improve operational efficiency, and enhance portfolio oversight across the Department.
The Senior Project Manager will be responsible for tasks including but not limited to:
1. Centralized Project Management Services

  • Deliver centralized project management capabilities to oversee and strategically manage changes, risks, and issues across clients’ IT and non-IT project portfolios in collaboration with executive leadership.
  • Facilitate alignment between strategic initiatives and project execution to ensure department-wide consistency and visibility.
2. Advancement of Project Management Discipline: Enhance the maturity of project management practices across clients by defining, standardizing, and institutionalizing methodologies, tools, and training resources, including:
  • Development of enterprise-wide project management processes and workflows.
  • Creation of project fiscal estimation models to guide budget planning and resource allocation.
  • Design of comprehensive Project Manager Toolkits to support day-to-day execution.
  • Development of structured Project Manager Training Modules for capacity-building.
  • Establishment of project procurement timeline estimation models for effective planning.
  • Creation of standard staffing (complement) matrices for new initiatives.
  • Definition of project roles and responsibilities through detailed matrices.

  • Formalization of the EPMO organizational structure.

  • Collaborate with client programs to streamline business processes and maximize returns on IT and non-IT investments.
5. Interoperability Support and MITA Alignment
  • Partner with data owners and system custodians to support compliance with the Medicaid Information Technology Architecture (MITA) seven conditions and standards, enabling clients to qualify for enhanced federal funding.
6. Enterprise Portfolio Management Maturity: Strengthen the project portfolio management (PPM) framework at the enterprise level by implementing best practices in:
  • Portfolio prioritization based on strategic alignment and value.
  • Cross-program coordination and project alignment.
  • Portfolio-level risk identification, mitigation, and reporting.
  • Executive visibility into project interdependencies and portfolio-wide impact.
7. Program-Level Portfolio Management Framework: Lead the design and implementation of program-level project portfolio management structures, ensuring alignment with enterprise goals and operational needs.
  • Definition of future-state program portfolio visions.
  • Creation of program-level PPM workflows and best practices.
  • Establishment of KPIs to measure program performance and health.
  • Development of program dashboards and performance tracking tools.
  • Implementation of standardized program intake processes.
  • Training and support to build portfolio management capacity for client program managers.
  • Creation of a Program Portfolio Center of Excellence (CoE) to sustain long-term success.
8. Project and Business Analysis Leadership
  • Provide experienced project managers and business analysts to lead and support complex IT and non-IT projects of varying sizes and scopes.
  • Ensure delivery teams are aligned with clients' strategic goals and equipped to execute forward- looking, scalable solutions.
9. Strategic Planning and Future-Ready Solutions
  • Develop and implement innovative, future-facing project solutions aligned with client’s growth strategies and long-term operational needs.
10. Governance Maturity and Oversight: Build and mature governance frameworks for both IT and non-IT projects, with a special focus on Enterprise Technology Services (ETS), including:
  • Development of governance processes to support enterprise decision-making.
  • Strengthening ETS capacity for efficient and accountable project delivery.
  • Institutionalizing roles, responsibilities, and escalation paths within governance structures.

Mandatory Experience:

  1. Within the last ten (10) years, must have seven (7) years of broad, extensive and increasingly responsible experience applying Project Management principles, methods, techniques, and tools.
  2. Within the last ten (10) years, at least four (4) years of applying Project Management principles, methods, techniques, and tools experience must have been as a senior PM of one or more large or complex IT projects.
  3. Must possess a Bachelor’s Degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  4. Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified. The PMP certification is required and may not be substituted with additional experience. A copy of the certificate must be provided upon request.

Within the last ten (10) years, at least one (1) year of experience centralizing project management services to strategically manage project changes, risks, and issues for the portfolio of projects in collaboration with executives. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
  2. Within the last ten (10) years, at least one (1) year of experience advancing project management discipline within project teams, defining the processes, procedures, and best practices for consistent project success throughout the organization.   3. Scope of Work:

Capio Group is looking for a Senior Enterprise Architect to provide Enterprise Architecture (EA) services to operate strategically and provide industry subject matter expertise and have specific knowledge of methods including governance, enterprise architecture strategy, development and management, business process design and reengineering, and support the attainment of business strategy and its alignment with processes and information technology strategy. At the client’s discretion, the Senior Enterprise Architect will provide services tailored to support various project and initiative objectives, which may include, but are not limited to, the following:

  • Strategic Alignment:
    1. Establish connections with all existing roadmaps to align the project objectives with broader strategic objectives. 
    2. Facilitate, create, and maintain project and initiative-specific deliverables, such as plans and roadmaps, tailored to the project or initiative specific needs and goals. 
    3. Proactively identify and plan for any new enterprise or shared services required to support project or initiative requirements and scalable for enterprise needs.
  • Strategic Support:
    1. Guide and support the project's strategic vision, collaborating with cross-functional teams to anticipate and adapt to changes throughout the project lifecycle. 
    2. Ensure alignment between the project architecture and the business strategy driving the initiative, as well as with planned solutions, IT products, and enterprise shared services. 
    3. Guide and contribute to the creation of enterprise architecture models that reflect the project's business objectives and map data and technology to support these goals. 
    4. Collaborate with product discovery teams to understand emerging product needs that can support the project's initiatives.
    5. Collaborate with stakeholders to identify business process improvements and reengineering opportunities. 
    6. Evaluate the integration of existing and new products, define their roles within the overall architecture, and identify requirements for potential enterprise or shared services to address upcoming challenges and opportunities. 
    7. Assess current and future technologies required to meet the project's goals and requirements, considering their fit within the broader enterprise, and coordinate IT governance approvals. 
    8. Foster strong working relationships with internal business programs and product managers. 
    9. Utilize project management tools and standards for effective communication and project management. 
    10. Utilize client’s modeling tools and standards for the development of enterprise architecture artifacts. 
    11. Adhere to product delivery standards, methods, and practices, which may include Agile methodologies (Scrum, SAFe, Kanban), and provide strategic support to both internal teams and vendor partners. 
    12. Contribute to overall governance processes, including enterprise governance and IT governance, to ensure alignment with project objectives. 
    13. Create and contribute to the development of enterprise architecture framework, guidelines, and standards.
  • Architecture Assurance:
    1. Conduct and document evaluations of proposed solution architecture and project architectural artifacts to validate alignment with the client’s EA approach and standards. 
    2. Document architecture assurance findings in the enterprise architecture repository. 
    3. Ensure project architecture alignment with state and federal compliance requirements and the architectural frameworks (MITA). 
    4. Ensure adherence of project architectural artifacts to the established enterprise architecture repository standards and processes.
    5. Facilitate communication and usage of the enterprise architecture repository to the project team.


Mandatory Experience:

  1. Within the last 10 years, a minimum of seven (7) years of FTE experience applying Enterprise Architecture principles. At least five (5) years of that experience must be in a lead capacity
  2. Possess a bachelor’s degree in an IT- related or Engineering field. Additional qualifying experience may be substituted for the required education on a year for year basis. 
    A copy of the diploma must be provided upon request; if the degree is not in English it must be accompanied by a translation performed by a member of the National Association of Credential Evaluation Services (NACES).
  3. Within the last 10 years, a minimum of six (6) years of FTE experience developing major components of the enterprise architecture plan including strategic drivers, current and target architectures, roadmaps, and deliverables.
  4. Within the last 10 years, a minimum of five (5) years of FTE experience with communicating project technologies that require governance approvals and describing how the technology impacts the Enterprise.
  5. Within the last 10 years, Seven (7) years of FTE experience implementing and/or analyzing end-to-end solutions ensuring that standards and best practices of enterprise architecture are being applied to project deliverables and the overall Enterprise solution.
  6. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements and two client references to sign attachments upon request. The reference contact must be a representative of the company for which the project was developed and have performed a management or supervisory role.
     
Desirable Experience:
  1. A minimum of two (2) years of experience with Agile methodologies in delivering services and products to align with project/business outcomes.
  2. A minimum of two (2) years of experience with developing strategic direction and architectural strategy and translating direction to system owners, data owners, and PMO team.
  3. A minimum of two (2) years experience collecting and organizing information and creating roadmaps that support the overall enterprise governance processes and IT governance.
  4. A minimum of two (2) years experience with utilizing Medicaid Information Technology Architecture (MITA) in architecture assurance.
  5. A minimum of two (2) years experience with analyzing and understanding business functions and information workflows with data dependencies, to support the development of solution roadmaps at an Enterprise level.
