Senior Software Engineer

Sacramento, CA

Scope of Work:
Capio Group is looking for an experienced Senior Software Engineer to work as part of a team to successfully develop and implement a solution that will enable the client to collect, organize, track, monitor, analyze, and aggregate the clients program data and conduct business operations electronically and effectively to implement current and future statutory mandates. The Senior Software Engineer will be a senior technical resource responsible for collaborating with the Development Team and providing software engineering services. 

The Senior Software Engineer will be responsible for tasks including but not limited to:

  • Work as part of an Agile development team.
  • Analyzing and refining systems requirements and user stories with the Business Solutions Analyst and Core Project Team. 
  • Translating systems requirements and use cases into application prototypes. 
  • Planning and designing systems architecture; writing, debugging, and maintaining code.
  • Determining and designing applications architecture.
  • Implementing user interfaces.
  • Working with clients testing teams to test and debug applications.
  • Assuring software and systems quality and functionality through providing testing and testing support.
  • Writing and maintaining program documentation.
  • Evaluating new applications software technologies. 
  • Ensuring the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services and the operating environment.
  • Responsible for analyzing systems requirements in response to business requirements, risks, and costs. 
  • Integrating hardware and software components within the systems environment.
  • Monitoring and fine-tuning performance of the systems environment.
  • Evaluating new systems engineering technologies and their effect on the operating environment.
  • Act a senior technical resource and work with clients Dev Team in design, development, testing, and implementation of clients software.
  • Work closely with the Project Core Team to understand the project goals, objectives, risks, assumptions, constraints, testing, and implementation.
  • In collaboration with the PM, review and provide feedback to the clients Project Schedule (Phase III, IV and maintenance) and participate in planning to meet project milestones.
  • Identify, track, and resolve problems and/or take corrective action when issues and/or risks arise with project stakeholders.
  • Advise clients team as to strategies to ensure the project approach will successfully result in clients requirements being fulfilled, and the system performing as expected.
  • Facilitate the use of quality management tools and techniques, such as evaluation procedures, checklists, and operational definitions, to be used in work product assessments and testing.
  • Ensure all critical processes have been thoroughly vetted.
  • Ensure timely completion and quality of User Agreement deliverables.
  • Provide a Monthly Activity Report detailing all activities and deliverables worked on and/or completed by the month to the clients CM and PM.
  • Provide Lessons Learned Reports throughout the project and with each milestone release.
  • Assist with efforts to achieve full clients solution implementation.
  • Ensure the integration of all system components, e.g., policies, procedures, training material, databases, software, and hardware; conduct performance and reliability testing of new solutions.
  • Plan and participate in systems implementation and ensure the rigorous application of information security/information assurance policies, principles, and practices to the systems analysis process.
  • Provide analysis, expertise, and recommendations to ensure that business and technical deliverables of the project are understood and implemented in the program areas.
  • Assist with translating and migrating clients legacy system data to the clients new legacy system solution and validate imported data have been properly loaded.
  • Assist with validating clients logic trees to ensure data is properly summarized and classified for reporting.
  • Participate and assist clients team with the post implementation activities such as archiving requirements, and post-implementation defects.
Mandatory Experience:
  1. Must have a minimum of seven (7) years of experience in electronic data processing systems study, design, and programming. At least four (4) years of that experience must have been in a lead capacity.
  2. Must have a minimum of five (5) years working as a programmer/analyst in a .NET environment.
  3. Must have a minimum of five (5) years planning, developing, and maintaining complex data systems.
  4. Must have a minimum of two (2) years’ experience developing in a full Microsoft stack and MS Azure cloud-based architecture leveraging microservices.
  5. Must possess a bachelor’s degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.  A copy of the degree must be provided upon request.
  6. Within the last ten (10) years, can you provide two (2) current references from previous engagements with other companies or government entities of similar size, scope, and type of service?
Desirable Experience:
  1. Within the last ten (10) years, must have a minimum of two (2) years’ of experience working as part of an Agile team.

Business Analyst/Tester

Scope of Work:
Capio Group is looking for an experienced Business Analyst/Tester to work with the clients team and undertake duties as an expert level business analyst and tester for enterprise on premise and cloud applications. The consultant will lead efforts for enhancing enterprise system(s)/sub-system(s) changes by performing detailed analysis, functional design, and testing activities and support for User Acceptance Testing (UAT) with the program Subject Matter Experts (SMEs).

The Business Analyst/Tester will be responsible for tasks including but not limited to:

  • Lead analysis and design efforts for enhancing various enterprise system(s) and sub-systems(s).
  • Facilitate and lead Joint Application Requirements (JAR) and Joint Application Development (JAD) sessions with customer representatives, developers, testers, and other technical staff to ensure the customer’s needs are being met.
  • The work of the business analyst/tester will also include status reporting, documenting, and maintaining as-is and to-be processes, creating and maintaining system functional documentation and business requirements documents.
  • Create and maintain business requirements documents, design artifacts and requirements traceability matrix.
  • Developing and execution of functional test plans for change requests, defect fixes and Business Intelligence (BI) dashboards. 
  • Assist test personnel with the development of test scenarios and scripts.
  • Collaborate with various IT and program area staff to triage defects and issues.
  • Contractor will provide knowledge transfer of the change requests, associated design documentation and test scripts via collaborative documentation, code commenting, cross training, and job shadowing.
Mandatory Experience:
  1. Within the last twelve (12) years, must have a minimum of ten (10) years experience in project work and technical writing to include: detailed analysis, development and maintenance of business requirements, technical requirements, use cases and design documents.
  2. Within the last twelve (12) years, must have a minimum of ten (10) years experience in project work in the Business Progress Reengineering (BPR) arena; at least five (5) years said experience must have been mapping the current state of a business process and analyzing the business process to find gaps.
  3. Within the last twelve (12) years, must have a minimum of ten (10) years experience in project work in facilitating Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions with project Subject Matter Experts and other technical staff.

Application Developer

Scope of Work:
Capio Group is looking for an experienced Application Developer to work with the clients team and undertake duties as an expert level Application developer for the client system application. The consultant will lead efforts for enhancing enterprise system(s)/sub-system(s) changes by performing detailed analysis, functional design, application development, code review, triaging and testing activities in support of User Acceptance Testing (UAT). The work primarily involves expert level in Java programming using client approved frameworks supporting waterfall and agile delivery methodologies. 

The Application Developer will be responsible for tasks including but not limited to:

  • Participate in analysis and design efforts for enhancing various enterprise system(s) and sub-systems(s).
  • Participates in Joint Application Requirements (JAR) and Joint Application Development (JAD) sessions with customer representatives, business analysts, developers, testers, and other technical staff to ensure the customer’s needs are being met.
  • Provide input and signoff into the business requirements document, design artifacts and requirements traceability matrix.
  • Analyze and triage issues to determine root cause, future level of effort, and viable path forward.
  • Provide input into design alternatives and provide alternative solutions based on the requirements and design artifacts.
  • Code and conduct code walkthrough and reviews with developers and other solution architects.
  • Create and maintain technical artifacts.
  • Collaborate with various IT and program area staff to triage defects and issues.
  • Test coding solution using approved unit, assembly and/or system test processes and procedures and support User Acceptance Test.
  • Provide knowledge transfer of reporting efforts, escalated system issues, and database changes and enhancements  via collaborative documentation, code commenting, cross training, and job shadowing.
  • The work of the application developer will also include status reporting, documenting technical documents, and ensuring that all work performed complies with Client Information Technology policies, standards, procedures, and guidelines.
Mandatory Experience:
  1. Within the last twelve (12) years, must have a minimum of ten (10) years of experience supporting web application running on Oracle 11g and writing and troubleshooting SQL code.
  2. Within the last twelve (12) years, must have a minimum of ten (10) years of experience facilitating Joint Application Design (JAD), Joint Application Requirements (JAR) meetings, conducting design and code peer reviews.
  3. Must have minimum of ten (10) years of experience working with Java, J2EE and JavaScript framework.

Senior Project Manager

Scope of Work:
Capio Group is looking for an experienced Senior Project Manager to work as part of a team to successfully assist client IT projects, complete the Project Approval Lifecycle (PAL) Stage 3 Solution Analysis and Stage 4 Project Readiness and Approval deliverables, and secure project approvals.

The Senior Project Manager will be responsible for tasks including but not limited to:

  • Review existing documentation including prior deliverables, project funding documentation, PAL packages, IV&V, and project management plans.
  • Manage the project schedule according to the PMO’s standards and latest schedule management tools including Monday.com and Office Timeline.
  • Create and maintain a project timeline which aligns with the project schedule.
  • Manage the client Project’s progress and performance and recommend alternatives to meet the scheduled milestones and deliverables. Track and report variances to project managers along with recommendations.
  • Manage and log the clients Project’s action items, change requests, decisions, risks, and issues.
  • Schedule and lead meetings related to the areas of responsibility such as schedule review, change control, risk and issue, contract and deliverable reviews, budget reconciliation meetings.
  • Create, provide input, and maintain project management related presentations.
  • Assist with development of Organizational Change Management (OCM) artifacts under the guidance of the OCM and Project Manager.
  • Provide input into client executive level and PAL status reports.
  • Assist with the completion of PAL Stage 3 and Stage 4 documentation and assist with answering or the facilitation of any questions or revisions.
  • Assist with the development of Statement of Works.
  • Assist the PMO with tracking all project deliverables.
  • Manage any new legislative mandates passed that impact clients activities during the life of the contract.
  • Create and maintain client Project Management Plans.
  • Assist with tracking and the completion of onboarding and offboarding documents and activities.
  • Capture meeting notes and action items for key PMO Meetings.
  • Utilize Monday.com or MS Teams to track action items and post status updates.
  • Support document review process to ensure stakeholder sign off deliverables and contracts. This may include facilitating review meetings and routing documents for signature.
  • Facilitate and document lessons learned or retrospectives activities throughout the project per schedule.
  • Manage communications plan and ensure execution. 
  • Create a Closeout/Assessment report for each completed phase of the project.
Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum of seven (7) years of demonstrated experience with PAL projects, performing project management tasks in support of IT projects involving the integration of multiple systems, system interfaces and development of new system interfaces.
  2. Within the last ten (10) years, must have a minimum of seven (7) years of demonstrated experience leading large complex cross-functional project teams. 
    *Cross-functional project team is defined as various groups of individuals responsible for modifying and enhancing systems designed and developed using differing software languages, tools, frameworks, and architectures coupled with individuals assigned to support various IT domains; all of which must collaborate to achieve a common goal.
  3. Within the last ten (10) years, must have a minimum of seven (7) years of demonstrated experience leading remote team members. 
    *Remote team members are defined as individuals that are allowed to work from home or an alternate location.
  4. Within the last ten (10) years, must have a minimum of seven (7) years of demonstrated experience with the California Project Management Framework (CA-PMF), IT concepts, practices, and principles to provide a foundation for technology related work with emphasis on the systems development life cycle (SDLC) including planning, designing, developing, testing and deployment.
  5. Must possess a current and valid Project Management Professional from PMI, in good standing, and provide proof of the certification. The PMP certification must remain active and publicly viewable on PMI.org for the duration of the contract. A copy of Certification must be provided upon request. 
  6. Within the last ten (10) years, must have a minimum of seven (7) years of demonstrated experience acting as liaison between the business and the technical teams in large-scale systems development and integration projects.

Proposal Manager

Scope of Work:

The Proposal Manager will be responsible for managing the proposal team, coordinating and writing strategic, persuasive, and high-quality content for proposals and other media types, including brochures, social media, websites, and more on an as-needed basis. This position will lead all phases of the Proposal Development process including participating in team review of new opportunities, managing and tracking opportunities (and associated proposal response), content development, assignment of content development, organization of proposal materials, editing, formatting, final production & post-production activities, and maintaining proposal repositories. The individual will also be required to support other tasks as needed such as the editing/production of presentations and deliverables to clients, maintaining and editing templates, and managing processes/systems associated with the proposal development function.

Responsibilities including but not limited to: 

  • Manage the proposal team (proposal coordinator, copy writer, etc.) and effectively collaborate with Account Manager(s) to drive the proposal development and submission.
  • Collaborate with Subject Matter Experts and translate highly technical information to author: technical content for proposals, capability statements, company website content, social media, and content for other marketing channels.
  • Manage the end-to-end proposal process including: proposal planning, content design, development, review, and final publication.
  • Review and analyze solicitations (RFPs, RFOs, SOWs, etc.) and related documents to draft and develop compliant proposal outlines and responses.
  • Lead proposal management activities, including development of work plans, proposal schedules, and action items, to maintain compliance with solicitation requirements while ensuring all deadlines are met.
  • Prepare all proposal development supporting documentation (go/no go meeting notes, proposal development schedule and production checklist, and proposal outline).
  • Combine content from various sources into a comprehensive package.
  • Confirm final content is compliant with solicitation and client requests.
  • Other tasks as assigned.

Mandatory Experience:

  1. 3+ years of experience working as a Proposal Manager or similar role.
  2. 3+ years of experience leading/managing proposal lifecycle.
  3. 2+ years of experience writing persuasive content for proposals
  4. At least 1 year of experience managing/building a proposal team
  5. At least 1 year of government proposal development experience (California gov't preferred).
  6. At least 1 year of information technology (IT) proposal development experience.
  7. Ability to translate highly technical information into pieces that are easily understood by a variety of audience backgrounds.
  8. Strong verbal and written communication skills including grammar, spelling & editing skills along with an extremely high attention to detail and accuracy.
  9. Advanced knowledge Adobe PDF, the Google Suite (Docs, Sheets, Slides, Calendar, and Gmail), Microsoft Word and Excel.
  10. Advanced abilities in formatting, creating, and editing templates.
  11. Ability to priorities and managing multiple proposals/projects simultaneously within rigid timeframes and short turnaround time as needed.
  12. Must work according to PST business hours of 8-5. Willingness to work outside of regular business hours if required based on client needs.
  13. Bachelor’s degree, preferably in Business, Communications, English or a related field
    required.

Desirable Experience:

  1. Located at the Greater Sacramento area in California
  2. A proven track record of establishing technical writing processes, procedures, and culture from scratch.
  3. Experience writing technical documentation for the information technology industry.
  4. Experience utilizing Canva.
  5. Experience managing and/or authoring social media content.
  6. Experience authoring website content from interview notes / project details.
  7. Experience with WordPress (authoring content, managing website, etc.).

Capio Group is looking for an experienced Project Lead/Data Engineer to work as part of a team to successfully implement a Business Intelligence platform that will allow the client to unify, analyze, and illustrate information in order to make more informed business decisions and create workable plans and strategies to identify new program opportunities, eliminate inefficient business processes, increase enrollment, and provide adequate resources to educate. Client is looking to introduce a modernized system solution that integrates multiple analytic engines and visualization tools, and is able to manage, integrate, deliver, and support:

  • Both strictly structured and multi-structured data types;
  • Advanced analytics processing;
  • Near-real-time access to data for analysis;
  • Transferring data to and from cloud services with On-Premise systems data sources and services;
  • Transparently integrate multiple platforms in unified data warehouse architecture supporting traditional decision-support workloads, such as BI reporting; 
  • Robust dashboards (static and dynamic) as well as associated visualizations to include geospatial visualizations;
  • Documentation of all data discovery, data analysis, cleansing efforts;
  • Social collaboration and documentation tools.

There are multiple professional services beyond installation, including data mapping and translation activities, data cleansing activities, assembly of data marts / OLAP cubes, API programming, training and support, and upgrade notice and assistance.

The Project Lead/Data Engineer will be responsible for tasks including but not limited to:

  • Supports the inventorying, gathering, cleaning, processing, and programming of automated datasets and data pipelines.
  • Assists in the production of documentation for project management, data classification and training purposes.
  • Able to work with analysts and subject matter experts to define and build requirements for automated datasets, including but not limited to defining business transformations, validation rules, and frequency of updates. 
  • Expertise in modern ETL/ELT (Extract Transform Load / Extract Load Transform), data profiling, and other data quality tools and approaches is required.
  • Able to implement data automations within existing frameworks.
Mandatory Experience:
  1. Must have a minimum five (5) years of industry experience in data engineering, data cleansing, data quality, data normalization.
  2. Must have a minimum four (4) years of experience in working with documenting large-scale Enterprise data warehouse, data integration, data migration, and data quality verification processes and architecture.
  3. Must have a minimum three (3) years of sound understanding of various cloud technologies and platforms.
  4. Must have a minimum three (3) years of relevant experience in authoring and monitoring data pipelines. This should include the management and scheduling of datasets for BI reporting.
  5. A bachelor’s degree in computer science, engineering, information systems, math or technology-related field is required. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Successful completion of a data engineering bootcamp plus an additional year of experience may also be substituted for the degree requirement.
  6. Must have a minimum five (5) years of experience working with leading BI Reporting systems, such as Power BI or Tableau.
Desirable Experience:
  1. Have two (2) years of experience working in a Higher Education environment.
  2. Knowledge of relational and non-relational databases, as well as Big Data Analytics.
  3. Extensive experience in using scripts and statements to map database schemas and data types is preferred.
  4. Knowledge of PeopleSoft and geographic solutions, with experience integrating data from these systems into BI solutions.

The Project Manager will be responsible for tasks including but not limited to:

  • Work collaboratively with stakeholders on an enterprise-scale project to establish objectives, roadmaps, roles/responsibilities, and visual task backlogs that can be managed through all phases of implementation; ensure that projects support the organization's strategic and operational goals through agile, cost-effective, innovative, reliable, and secure technologies.
  • Provide management of the entire IT project and system development lifecycles by managing projects through initiation, planning, execution, monitoring and controlling, and the project closure process.
  • Plan and implement organizational change management activities to transition staff from their current state to the desired future state.
  • Work with stakeholders to facilitate the improvement/re-engineering of business processes to align with technology needs.
  • Create all needed project management documents needed for the support of client project(s) and to meet any project oversight requirements.
  • Ensure the development and maintenance of the program roadmap and business process model by formulating strategies, plans, and policies pertaining to the system project planning, management, and solution delivery processes.
  • Lead the project team through all phases of system development, including analysis, design, build, test, training, and product roll-out.
  • Actively/proactively identify and manage risks and issues to minimize impacts to scope, schedule, and costs and provide detailed analysis.
  • Leverage project management best practices in accordance with standards of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodology, Agile/Scrum methodology, client’s Best Practices, and any other applicable standards.
Mandatory Experience:
  1. Must have a minimum of five (5) years of broad, extensive and increasingly responsible Project Manager project experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.
  2. Must have a minimum of three (3) years of  experience facilitating change control management processes in large scale Enterprise level implementation IT projects.
  3. Must have a minimum of three (3) years of  experience with either agile or hybrid agile software development processes used to develop or implement an automated solution.
  4. Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). PMP certification is required and may not be substituted with additional experience. A copy of the certificate must be provided upon request.
  5. Must possess a bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
Desirable Experience:
  1. Have two (2) years of experience working in a Higher Education environment.

The Business Analyst will be responsible for tasks including but not limited to:

  • Eliciting, analyzing, communicating, and documenting functional and technical requirements and developing technical documentation for ITSM and Patch Management. 
  • Developing business processes and supporting process improvement efforts for ITSM.
  • Managing or supporting all aspects of the Project Management Lifecycle (PML) and Software Development Lifecycle (SDLC).
  • Developing or assisting with the development of project schedules project plans, and/or project roadmaps.
  • Leading or facilitating end-user training, including developing training material and supporting training delivery.
