Organizational Change Management Consultant

Sacramento, CA

Scope Of Work:

Capio Group is looking for an experienced Organizational Change Management Consultant provide expert assistance in assessing the client’s current business environment, preparing process change guides, aligning core functions with the new system capabilities, developing maps and materials to communicate the changes, providing expertise to minimize risk during the changes and providing support to client leadership to wisely transform and/or reorganize the business. The consultant must have the breadth of industry knowledge to support a significant large and complex public pension transformation project. 

Tasks including but not limited to:

  • FUTURE OPERATING MODEL – The consultant shall assist the client in the development of an operating model for the future based on an understanding of the current and future states of client’s processes and technology.
  • INTERIM PROCEDURES –
    • Research the current process and new public retirement best practice industry process to evaluate any impacts to future processes.
    • Support the program area managers in the training and implementation of the interim procedures by answering questions related to the procedures, attending necessary training sessions to support the managers in the training and documenting status on training implementation.
    • Coordinate cross-divisional meetings to resolve any issues related to the implementation of the procedures.
    • Assist communication team in reviewing communication documentation to external and internal stakeholders.
  • ORGANIZATIONAL READINESS – Work with the client’s Change Management team and business-area leaders to conduct leadership alignment activities.
  • APPROACH FOR BUSINESS PROCESS REDESIGN AND ALIGNMENT – Assist the client in understanding how to measure public retirement industry success and project outcomes, as well as how to collect baseline measurements, and how to capture post-project measures to demonstrate actual results.
  • PLAN FOR HOW TO TRANSFORM THE BUSINESS – Assist the client in developing a project release strategy to describe the functionality delivered in each phase, the timeline, and identifying dependencies and an approach to redefining processes and replacing systems. 
  • MANAGING CHANGE – Assist the client in understanding the critical components of employee readiness activities required to successfully implement the business transformation across the client, as well as how the agency should organize to ensure adoption of the change.
  • STAFFING – Assist the client with identifying and understanding what the resource requirements are for the project, how to ensure that client continues to operate effectively during the transformation through backfilling or supplementing staff, what the staffing requirements will be once the transformation is complete, and what the resource costs will be to execute the transformation.

Minimum Qualifications:

  1. At least five (5) years of experience in the last 15 years, developing analysis scope and tasks in a dynamic project environment.

  2. At least five (5) years of experience in the last 15 years, modeling and documenting business processes/procedures at an enterprise level.

  3. At least five (5) years of experience in the last 15 years, planning employee readiness tasks with an emphasis in both organizational development change management and change associated with procedural and tactical functional adaptation.

  4. At least five (5) years of experience in the last 15 years, collaborating with existing project and organizational change management teams and efforts to ensure and strengthen consistency.

  5. At least five (5) years of experience in the last 15 years, leading and working within cross-functional teams that include business subject matter experts, architects, developers, and testers.

  6. At least five (5) years of experience in the last 15 years, performing analysis for retirement process re-engineering at an enterprise level.

Desirable Qualifications:

  1. Within the last ten (10) years, experience with business process alignment and design/re-engineering, organizational impact analyses, work design (e.g., job/task analysis, role definitions, job descriptions), as well as developing performance measures and performance management processes/systems for multiple lines of business across a public retirement organization.

  2. Within the last ten (10) years, experience with developing and implementing employee readiness plans that minimize change resistance and maximize stakeholder engagement that result in successful adoption of a new system.

  3. Within the last ten (10) years, experience with supporting personnel communications and efficiently managing the “people side” of organizational changes on projects with diverse labor pools, competing priorities with respect to maintaining existing operations while preparing to utilize a new system and processes, including union and non-union personnel, and other factors.

  4. Within the last ten (10) years, experience with creating communication management plans and developing communication messages targeted to stakeholder groups.

  5. Within the last ten (10) years, experience with documenting transitional business practices and supporting clients envisioning to-be models for doing business and the support, maintenance and logging of business practices impacted by a pension technology transformation project.

  6. Within the last ten (10) years, experience with developing, evaluating and refining training and e-learning materials that enable performance, and experience in proven models to deliver training to end-users and other stakeholders.

  7. Working knowledge of public retirement processes, business rules, and impact of pension business operations and customer service.

  8. Working knowledge and thorough understanding of contemporary enterprise transition management methodologies and techniques with significant experience using industry-standard and best practices for organizational change management and/or continuous improvement (e.g., Six Sigma, ADKAR, Kotter).

  9. Experience with pension industry commercial off the shelf (COTS) products and business area needs required for transformation project success, with preference for knowledge with the NeoSpin framework

The Quality Assurance Analyst has overall responsibility for managing and executing testing activities. Specific tasks including but not limited to:

  • Manages the Capio Group’s testing resources in compliance with the project plans.
  • Manages the execution of all test plans including leading and conducting unit, system, integration, performance, interface, regression, performance, and scalability testing.
  • Supports and facilitates user acceptance testing in alignment with the Tasks and Deliverable Requirements.
  • Facilitates defect reporting processes in alignment with all project plans.

Minimum Qualifications:

  1. Eight (8) years in a testing or quality assurance role with ServiceNow.

  2. Eight (8) years of experience executing formal, written functional, integration, regression, and performance test plans and test cases. 

  3. Eight (8) years of experience managing test and validation plans, cases, and procedures in compliance with IEEE standards.

  4. Two (2) years of experience using Microsoft TFS or Azure DevOps as the ALM tool in a testing role that supported test results and requirements tracking.

  5. Three (3) years of experience validating data in complex business applications.

Scope of Work:

The Business Development Specialist will build and manage long-lasting, trusting relationships with Capio Group leads (prospective clients and business partners), develop new business from leads, actively seek new sales opportunities to support customer initiatives, collaborate with Capio Group proposal development and technical teams, and generate more revenue for the Capio Group. The Business Development Specialist will be responsible for establishing networks with industry specialists, maintaining valued customer and lead relationships, and helping secure great contracts.

    Scope Of Work:

    The Project Manager will work as part of a team to provide IT consulting services in the evaluation of the client's business needs, business processes, systems, and strategic plans. Meet with stakeholders to envision the client’s enterprise system of the future, work closely with client’s executives, subject matter experts, management, and technical staff to analyze and help plan the future and recommend a phased and incremental approach to modernizing systems and services to meet client’s needs.

    • Develop and present implementation plans and roadmaps to client executives for the future state of the client's system.
    • Work with health care plans, oversight agencies, and federal partners as necessary to secure support for proposals related to the future state of the client's system.
    • Align future state of the system with the client’s Enterprise Architecture and Infrastructure initiatives.
    • Perform other project management and planning activities as requested by the client’s Contract Manager.

    Minimum Qualifications:

    1. Minimum of five (5) years' experience of broad, extensive and increasingly responsible project management (PM) experience applying PM principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.

    2. Bachelor’s degree from an accredited college or university (additional qualifying experience may be substituted for the required education on a year-for-year basis).

    3. A valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of certification must be provided.

    4. Minimum of five (5) years' experience as a project manager on IT projects having a minimum one-time cost of twenty (20) million dollars.

    5. Minimum of three (3) years' experience developing use cases, scenarios, and workflow analysis to help create and validate business requirements.

    6. Minimum of two (2) years' experience performing business analysis on an IT project.

    7. Hold an active and valid Scrum Master Certification.

    8. Hold an active and valid Scrum Product Owner Certification.

    9. Minimum of two (2) years' experience with the State of California's Project Application Lifecycle (PAL).

    Desirable Qualifications:

    1. One (1) year of experience with health care information technology systems.

    2. One (1) year of experience working with the Medicare/Medicaid/Medi-Cal program.

    2. Minimum of eight (8) years' experience in systems development, analysis, programming and testing.

    3. Minimum of eight (8) years' experience architecting large enterprise IT systems.

    4. Minimum of three years' experience with Infrastructure as Code using Terraform, AWS CloudFormation, or similar technology.

    5. Minimum of three (3) years' experience migrating server-based applications to container-based or serverless applications.

    Account Manager

    Sacramento, CA

    Capio Group is looking for a Account Manager to help build and lead IT service delivery teams. 

    This job would only go forward if that candidate secures/provides a qualified lead that results in a contract.

    Full-time employee - Sacramento (remote for the foreseeable future)

    Scope of Work:

    The Account Manager will build and manage long-lasting, trusting relationships with current and prospective Capio Group clients, oversee a portfolio of customers and projects, develop new business from existing clients, and actively seek new sales opportunities to support customer initiatives and generate more revenue for the Capio Group. The Account Manager responsible for handling and managing multiple client accounts, for leading a team of Capio Group Consultants dedicated to meeting the operational needs of assigned projects, and making sure you understand the client’s needs and recommending solutions accordingly.

    Responsibilities including but not limited to: 

    • Manage the delivery of information technology-based projects that include Project Management, Custom Application Development, System Configuration & Integration, Data Management, and Cloud Infrastructure.
    • Develop customer and partner leads. Nurture relationships with a goal of generating/sourcing viable business opportunities.
    • Lead proposal development teams and activities.
    • Facilitate project planning, analysis, onboarding, and obtain consensus from Executive Staff and Program Managers regarding project priorities, scope, schedule, and budget. 
    • Produce project plans and deliverables, review team documentation, and manage time, quality, and cost metrics and provide detailed implementation reporting.
    • Supervise and provide mentorship to project delivery staff.

    Mandatory Experience (within the past 10 years): 

    1. Proven work experience as an Account Manager juggling multiple accounts and/or projects at a time.
    2. Must have at least two (2) years of responsible project management experience managing large-scale information technology (IT) projects.
    3. Must have at least two (2) years of CA government sales experience.
    4. Must have at least two (2) years of experience managing large-scale projects using an agile/iterative system development approach.
    5. Must have at least four (4) years of experience supervising and mentoring teams while handling client accounts.
    6. Must have at least four (4) years of experience ensuring timely and successful delivery of multiple client projects/accounts.
    7. Must have at least two (2) years of experience participating in the government proposal development process.
    8. Must have at least two (2) years of experience participating in lead and business development process.
    9. Proficiency in CRM, knowledgeable in productivity suite - Google preferred, MS office is also acceptable.

    Desirable Experience (within the past 10 years): 

    1. Two (2) years working as a IT consultant preferably in a project management position.
    2. Proficiency and knowledge of Microsoft Project or Primavera P6 scheduling and the ability to create and maintain a cost and resource loaded schedule.
    3. Must possess a current and valid Project Management Professional (PMP) certification issued by the Project Management Institute.
    4. Two (2) years working as a Account Manager serving State of California government organizations.
