Data Analyst

Scope Of Work:

The Data Analyst is to facilitate and support our client’s endeavor to identify and categorize critical data entities to minimize compliance risks, in fulfillment of Health Insurance Portability and Accountability Act (HIPAA) / Statewide Health Information Policy Manual (SHIPM) regulatory requirements.
The resulting information gathered shall be analyzed and documented to identify recommended actions to mitigate privacy data risks and improve regulatory privacy data compliance. Critical Data Entities Mapping tasks and deliverables shall include, but not limited to:

  • Collaborate with key project stakeholders to perform critical data entities mapping, risk assessment, and compliance activities.
    • Identify and categorize critical data entities within the client's environment. 
    • Assess and identify risks to compliance with privacy regulations. 
    • Document and present findings. 
    • Provide recommended actions to mitigate risks and fulfill compliance.
  • Current State Data Architecture Assessment (As-Is)
    • Collaborate with key project stakeholders to identify, prioritize, and document the required applications and systems for in-scope consideration within a Data Entity Inventory. 
    • Identify, prioritize, evaluate, analyze, and document the critical data entities within twelve (12) applications housed in the client’s environment. 
    • Develop a current state Data Architecture Assessment document of the twelve (12) applications.
  • Current State Data Compliance Risk Assessment (As-Is)
    • Collect, analyze, and evaluate the client’s infrastructure environment. 
    • Develop a current state Data Compliance Risk Assessment Framework and Action Plan, based on federal and state HIPAA security control standards.
  • Target State Recommendation and Action Plan (To-Be)
    • Based on previous tasks to, develop and present a Comprehensive Target State Data Architecture and Compliance Risk Assessment Report that fulfills federal and state HIPAA security control standards, for review and approval by key stakeholders.
  • Support client in the execution of approved action plans,

Minimum Qualifications:

  1. Must possess a bachelor’s degree or equivalent university degree in IT, Engineering, Business, Finance, or related field. A copy of the degree must be provided upon request.

  2. Conducted critical data mapping services for one (1) IT Services organization.

  3. At least five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.

  4. At least five (5) years of Health IT experience through secure use and sharing of health information (i.e., HIPAA standards and compliance)

Desirable Qualifications:

  1. Provided critical asset mapping services for one (1) public information technology (IT) Services organization.

  2. Critical Data Entities Mapping as it relates to Health Insurance Portability and Accountability Act (HIPAA) compliance.

  3. Provided critical mapping services for one (1) State of California Department.

The Product Lead will be part of an assessment team to provide specialized expertise to perform technical capability assessments of complex application and information technology (IT) infrastructure that support the mission-critical services of our client.
Assessments will define near-term actions needed to stabilize and improve services, allowing the client to prevent the need for future emergency incident response and to proactively address stability issues. The technical assessments will provide a report of major findings and recommendations to ensure the stabilization of applications, systems, and services. The assessment team shall provide a complete assessment team to perform an independent assessment of the technology ecosystem and end-user experience through the supporting services and technical stack including, but not limited to:

  • Architecture Alignment
  • System Management
  • Security
  • Support (Assessment team and/or Client Staff)
  • Maintainability
  • Performance
  • Scalability 
  • Availability of the current-state architecture, infrastructure, applications, platforms, cloud environments, and service.

Project deliverables including, but not limited to:

  • A written preliminary, and final, assessment report
  • Work with State teams to evaluate baseline performance metrics against capacity for critical services, to determine the level at which service degradation would occur.
  • Evaluate, recommend, and prioritize architectural changes to improve the resiliency and stability of network services and dependent interfaces.
  • Evaluate and recommend improvements regarding the capabilities of external dependencies to support the stability of IT services.
  • Identify immediate high-value tactical improvements that stabilize critical IT services.
  • Assess whether the appropriate skill and staffing level exists in the state to support the technology in use.

Minimum Qualifications:

  1. Have a computer science, engineering, mathematics, or technology-related Bachelor's degree from an accredited college or university, or ten (10) years of experience in computer science or technology-related field of work.

  2. Successfully led at least three (3) IT stabilization efforts or similar responsive engagement to resolve critical system failure or enhancement.

  3. Demonstrated strong written communication skills in clear concise language as an author of complex system technical documentation. Must provide an example of a complex system technical documentation with redacted information, as necessary.

Desirable Qualifications:

  1. Have demonstrated at least one (1) engagement/employment as a technology leader in the modernization and transformation field.

  2. Demonstrated strong oral communication skills interviewing a wide range of technical and business subject matter experts.

  3. Have valid certifications in the following related areas:

    (1) Resolving service or security incidents or emergent technical problems
    (2) Re-architecting solutions to address impediments to system reliability, availability, recoverability, or similar issues.
    (3) Rapidly restoring systems and services after service interruption

  3. Demonstrated strong written communication skills in clear concise language as an author of complex system technical documentation. Must provide an example of a complex system technical documentation with redacted information, as necessary.

  4. At least eight (8) years of experience in Modern Systems Integration with:
    (1) Architecting or re-architecting solutions to optimize performance and resiliency.
    (2) Infrastructure disaster mitigation.
    (3) Infrastructure architecture design in a complex systems environment.

Desirable Qualifications:

Scope Of Work:

The Project Manager will work as part of a team to provide IT consulting services in the evaluation of the client's business needs, business processes, systems, and strategic plans. Meet with stakeholders to envision the client’s enterprise system of the future, work closely with client’s executives, subject matter experts, management, and technical staff to analyze and help plan the future and recommend a phased and incremental approach to modernizing systems and services to meet client’s needs.
The Project Manager will define and document the business needs of the stakeholders and the problems with the current systems to meet the state of California's Project Approval Lifecycle Process (PAL) Stage One Business Analysis.

Services to be provided including, but not limited to:

  • Engage with stakeholders to determine needs related to technology systems and business processes for the client's system.
  • Discover and document areas of improvement for the client’s program and systems.
  • Write proposals and document solution alternatives for the future state of the client's system.
  • Work with client’s program areas and technical teams to determine the scalable architecture for the client's system.
  • Develop and present implementation plans and roadmaps to client executives for the future state of the client's system.
  • Work with health care plans, oversight agencies, and federal partners as necessary to secure support for proposals related to the future state of the client's system.
  • Align future state of the system with the client’s Enterprise Architecture and Infrastructure initiatives.
  • Perform other project management and planning activities as requested by the client’s Contract Manager.

Minimum Qualifications:

  1. Minimum of five (5) years' experience of broad, extensive and increasingly responsible project management (PM) experience applying PM principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.

  2. Bachelor’s degree from an accredited college or university (additional qualifying experience may be substituted for the required education on a year-for-year basis).

  3. A valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of certification must be provided.

  4. Minimum of five (5) years' experience as a project manager on IT projects having a minimum one-time cost of twenty (20) million dollars.

  5. Minimum of three (3) years' experience developing use cases, scenarios, and workflow analysis to help create and validate business requirements.

  6. Minimum of two (2) years' experience performing business analysis on an IT project.

  7. Hold an active and valid Scrum Master Certification.

  8. Hold an active and valid Scrum Product Owner Certification.

  9. Minimum of two (2) years' experience with the State of California's Project Application Lifecycle (PAL).

Desirable Qualifications:

  1. One (1) year of experience with health care information technology systems.

  2. One (1) year of experience working with the Medicare/Medicaid/Medi-Cal program.

  3. Minimum of eight (8) years' experience architecting large enterprise IT systems.

  4. Minimum of three years' experience with Infrastructure as Code using Terraform, AWS CloudFormation, or similar technology.

  5. Minimum of three (3) years' experience migrating server-based applications to container-based or serverless applications.

  6. One (1) year of experience with Agile/SCRUM system development methodologies.

Desirable Qualifications:

  1. One (1) year of experience with health care information technology systems.

Scope of Work:

The Technical Writer & Proposal Coordinator will be responsible for writing strategic, persuasive, and high-quality content for proposals and other media types, including brochures, social media, websites, and more. This position will lead all phases of the Proposal Development process including researching and opportunity identification, tracking of opportunities, content development, assignment of content development, organization of proposal materials, editing, formatting, production & post-production activities, maintaining proposal repositories, and reporting quarterly financial information. The individual will also be required to support other tasks as needed such as the editing/production of presentations and deliverables to clients, maintaining and editing templates, processes associated with the proposal development and resource management function.

Responsibilities including but not limited to: 

  • Author technical content for proposals, business development brochures, the company website, social media, and other media types.
  • Manage the proposal process to include content design, development, and review.
  • Review and analyze draft and final solicitations (RFPs, RFOs, SOWs) and related documents and develop compliant proposal outlines and responses.
  • Lead proposal management activities, including development of work plans, schedules and action items, to maintain compliance against solicitation requirements.
  • Develop a detailed proposal schedule to ensure all deadlines are met.
  • Prepare all supporting proposal development documentation (outline, team assignments, proposal management plan, schedule, kick-off meeting materials).
  • Combine content from various sources into a comprehensive package.
  • Collaborate with and interview/translate highly technical information from subject matter experts.
  • Confirm final content is compliant with solicitation and client requests.
  • Other tasks as assigned.

Mandatory Experience:

  1. 3+ years of experience as a Technical Proposal Writer or similar role.
  2. 2+ years of experience leading proposal lifecycle.
  3. 2+ years of experience writing persuasive content for proposals and marketing/project needs.
  4. Ability to translate highly technical information into pieces that are easily understood by a variety of audience backgrounds.
  5. Strong verbal and written communication skills including grammar, spelling & editing skills along with attention to detail and accuracy.
  6. Advanced knowledge of Microsoft Office including Word, Excel, and Outlook; Adobe PDF.
  7. Advanced knowledge of Adobe InDesign (must be able to create new media templates).
  8. Advanced knowledge of Canva.
  9. Advanced abilities in formatting, creating, and editing templates.
  10. Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within rigid timeframes.
  11. Bachelor’s degree, preferably in Business, Communications, English or a related field
    required.

Desirable Experience:

  1. A proven track record of establishing technical writing processes, procedures, and culture from scratch.
  2. Experience writing technical documentation for the information technology industry.
  3. Experience authoring social media content.
  4. Experience managing social media accounts.
  5. Experience authoring website content.
  6. Experience managing websites
  7. Experience with WordPress (authoring content, managing website, etc.).

Scope of Work:

The Account Manager will build and manage long-lasting, trusting relationships with current and prospective Capio Group clients, oversee a portfolio of customers and projects, develop new business from existing clients, and actively seek new sales opportunities to support customer initiatives and generate more revenue for the Capio Group. The Account Manager responsible for handling and managing multiple client accounts, for leading a team of Capio Group Consultants dedicated to meeting the operational needs of assigned projects, and making sure you understand the client’s needs and recommending solutions accordingly.

Responsibilities including but not limited to: 

  • Manage the delivery of information technology-based projects that include Project Management, Custom Application Development, System Configuration & Integration, Data Management, and Cloud Infrastructure.
  • Develop customer and partner leads. Nurture relationships with a goal of generating/sourcing viable business opportunities.
  • Lead proposal development teams and activities.
  • Facilitate project planning, analysis, onboarding, and obtain consensus from Executive Staff and Program Managers regarding project priorities, scope, schedule, and budget. 
  • Produce project plans and deliverables, review team documentation, and manage time, quality, and cost metrics and provide detailed implementation reporting.
  • Supervise and provide mentorship to project delivery staff.

Mandatory Experience (within the past 10 years): 

  1. Proven work experience as an Account Manager juggling multiple accounts and/or projects at a time.
  2. Must have at least two (2) years of responsible project management experience managing large-scale information technology (IT) projects.
  3. Must have at least two (2) years of CA government sales experience.
  4. Must have at least two (2) years of experience managing large-scale projects using an agile/iterative system development approach.
  5. Must have at least four (4) years of experience supervising and mentoring teams while handling client accounts.
  6. Must have at least four (4) years of experience ensuring timely and successful delivery of multiple client projects/accounts.
  7. Must have at least two (2) years of experience participating in the government proposal development process.
  8. Must have at least two (2) years of experience participating in lead and business development process.
  9. Proficiency in CRM, knowledgeable in productivity suite - Google preferred, MS office is also acceptable.

Desirable Experience (within the past 10 years): 

  1. Two (2) years working as a IT consultant preferably in a project management position.
  2. Proficiency and knowledge of Microsoft Project or Primavera P6 scheduling and the ability to create and maintain a cost and resource loaded schedule.
  3. Must possess a current and valid Project Management Professional (PMP) certification issued by the Project Management Institute.
  4. Two (2) years working as a Account Manager serving State of California government organizations.

    Scope Of Work:

    Capio Group is looking for a Data Engineer to provide Enterprise Data Governance and Facilitation services to support our client’s data programs and strategic planning. Required tasks may include, but not limited to:

    • Assist with further development and implementation of the Enterprise Data Management Strategy, to include support of the Data Management Functions across the enterprise.
    • Identify and document attributes and features of current client’s data management tools and applications.
    • Contribute and collaborate in the development of the Information Architecture portion of Enterprise Data Management Strategy.
    • Perform research and analysis, environmental scans, and other informational materials; make recommendations about how to implement best practices, according to these findings, to improve client’s data management maturity.
    • Provide project support as needed, assisting with data management, data mining, data modeling, data standards, data governance, and data quality.
    • Support development and implementation of Enterprise Data Management Strategy.
    • Integrate and provide consulting services to integrate with, and support, Information Technology Governance, as requested.

    Minimum Qualifications:

    1. At least 5 years of professionally impacting data solution development and implementation experience.
    2. At least 3 years of experience with and/or developing a data governance strategy or associated documents (Gap Analysis, Roadmaps, Transition Plans, Executive Summary, and Maturity Models).
    3. At least 3 years of experience gathering, documenting, designing, and applying data requirements and data standards.
    4. At least 3 years of experience with Data Management and familiarity with DMBOK principles.
    5. At least 3 years of experience with Snowflake data warehouse. This should include a working knowledge of SQL, SnowSQL and data transformation techniques. Familiarity with batch, continuous pipelines, and data mining is required.
    6. Experience with creating and updating pivot tables.
