IT Business Analyst Lead (Accounting & Finance)
Sacramento, CA

Scope of Work:
Capio Group is looking for a Business Analyst to work as part of a system integration team to provide solution implementation, software licensing and maintenance, and optional post-implementation services for the Client.
The team will develop and implement a Salesforce solution that will replace the client’s existing thirty-one (31) existing program area applications (primarily Microsoft .NET), which often supports overlapping functions, each with its own interfaces and unique outputs. The solution must eliminate the manual effort to process Accounts Receivable (AR) and Accounts Payable (AP) for a number of program applications while continuing to electronically process the $1.5 billion annually (and 100,000 transactions per year) for the fund which is currently managed via Oracle E-Business Suite.
The implementation services include all the work required to prepare, modify, and configure the solution to meet solution requirements including the preparation and loading of data, system testing, applicable training, organizational change management, go-live and post-go-live support.
The Business Analyst (Accounting/Finance) has overall responsibility to ensure the solution meets required financial functionality and complies with State policy and regulations, and industry best practices. Specific tasks including but not limited to:
- Ensures the Solution complies with State policy and regulations related to financial and accounting requirements and best practices.
- Provides knowledge and expertise of accounting best practices required for configurations to address tracking, reconciliation, and reporting, and interfaces with external system/agency.
- Coordinates financial configuration activities and external system interface requirements with client and external system/agency.
- Coordinates business process workflow development activities related to financial transactions.
- Collaborates with client counterparts to communicate and coordinate testing.
- Accountable for overall requirements management.
- Responsible for resolving requirement ambiguity with the client and the team and documenting change and initiating change control.
- Responsible for developing, documenting, and validating functional requirements and non-functional (technical) requirements.
- Responsible for allocation of requirements to specific phases and releases.
- Responsible to identify requirements not in alignment with solution established goals, objectives, and targets.
- Responsible for identifying and communicating functional alignment of requirements to software functional and configuration capabilities.
- Responsible for resolving business process flow ambiguity with client and the team and documenting change and initiating change control.
Mandatory Experience:
- Within the last 15 years, served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for five (5) years compiling, analyzing, interpreting, configuring, and managing information in General Ledger / Accounts Payable / Accounts Receivable accounting systems.
- Within the last 15 years, served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for three (3) years working with financial system(s) that process:
a minimum of two hundred thousand (200,000) transactions
or
a minimum of two hundred million ($200M) dollars worth of transactions annually and involved:
upgrading IT modernization
or
replacing legacy solutions to new platforms. - Within the last 15 years, served in a lead role on a complex IT project(s) with a contract value of at least ten-million ($10M) for two (2) years applying analytical processes on cloud-based SaaS solution(s) involving software development and data migration.
- Must possess a current and valid Workday Financials Certification.
- Must be able to provide references for all projects used to meet the Mandatory and Desirable Qualifications.
Desirable Experience:
- Within the last 15 years, served in a lead role for one (1) year on a complex information technology (IT) project(s) with a contract value of at least ten-million ($10M) supporting a State of California financial/accounting solution that interfaces with Financial Information System for California (FI$Cal) or similar system(s).
- Holds a current business process/Agile certification (one of the following):
- Project Management Institute Professional in Business Analysis (PMI-PBA)®
- Agile Scrum Master Certification from a recognized institute (e.g., PMI, Scrum Alliance)

These enhancements require the Capio Group team to work with client leadership, business stakeholders, technical staff, and additional external systems integrators. The team will provide consulting services on the Portal that include technical analysis and design, system integration, and system development that provide the following three (3) Epics:

Scope of Work:
Capio Group is looking for an experienced Business Analyst to work as part of a team with a proven track record in implementation of IT Service Management (ITSM) and IT Asset Management (ITAM) systems. The Business Analyst shall possess comprehensive expertise in business analysis methodologies, requirements tools, requirement elicitation techniques and processes, business analysis documentation, business process analysis, and requirements management in an information technology service management, asset management, similar type system, and to perform various business analysis activities related to system implementation and enhancement projects or work efforts. The Business Analyst shall possess advanced knowledge of the Information Technology Infrastructure Library (ITIL) framework and their practical application in real-world scenarios. The Business Analyst will be responsible for following either a hybrid System Development Life Cycle (SDLC) methodology or agile/iterative development or implementation/customization approach while working with a variety of clients business areas on the elicitation and documentation of business and systems requirements with a primary focus on implementation of a ITSM and ITAM solution with business areas throughout the clients enterprise to work within Technology Service Branch.
The Business Analyst will be responsible for tasks including but not limited to:
- Facilitate collaborative workshops and interviews with key stakeholders to gather and document comprehensive business requirements, ensuring alignment with organizational goals and objectives.
- Conduct in-depth analysis of existing processes and workflows, identifying pain points, bottlenecks, and areas for improvement.
- Identify critical workflows and ensure the workflows fit within the normal configuration and features of ServiceNow.
- Lead prioritization of workflows as needed for the effort’s prioritized phased approach.
- Lead and develop detailed process maps, flowcharts, use cases, user stories, customer journeys, and other visual aids to illustrate current and future state process designs, fostering a clear understanding among stakeholders.
- Collaborate closely with the ITSM/ITAM tool vendor to configure solutions that meet the organization's unique requirements, ensuring seamless integration with existing systems and workflows.
- Provide expert guidance and recommendations on industry best practices, and standards related to ITSM and ITAM domains, leveraging previous implementation experience and lessons learned.
- Serve as a liaison between business stakeholders, IT teams, and implementation vendors throughout the project lifecycle, facilitating effective communication, collaboration, and decision-making.
- Provide assistance with post implementation validation.
- Within the last ten (10) years, must have at least five (5) years of experience working as a Business Analyst with large organizations, leading or participating in the technical implementation of ITSM and ITAM solutions such as ServiceNow automating complex business processes, performing all the following activities:
a. Creating and maintaining a requirement management plan.
b. Assessment of analysis scope and tasks.
c. Planning business analysis tasks.
d. Facilitating joint application design (JAD) and/or collaborative design sessions
e. Elicitation, definitions and documentation of various business, user, and system requirements.
f. Analysis for business process improvement, application design and workflow automation
g. Modeling and documenting new functional requirements; use case development.
h. Leading and working within cross-functional teams that include business subject matter experts, application architects, developers, and testers.
i. Work closely with the ServiceNow implementation vendor team. - Within the last ten (10) years, must have at least seven (7) years of experience producing business analysis deliverables shown in the following list: (Client may request deliverable related work samples during Phase 4, Interviews, of the Comparison Process)
a. Business requirements, business rules, and business process model
b. Use cases, functional requirements and/or functional specifications
c. Non-functional requirements
d. Stakeholder requests
e. Procurement documentation
f. Transition plans and/or implementation requirements
g. Traceability matrices - At least three (3) years of experience using Rational Requisite Pro, HP ALM, Jama Software, or other requirement gathering tool to document functional and non-functional requirements, design specifications and provide full traceability for projects.

- Experience as a Business Analyst with the State or Federal government.

Scope of Work:
The Proposal Manager will be responsible for managing the proposal team, coordinating and writing strategic, persuasive, and high-quality content for proposals and other media types, including brochures, social media, websites, and more on an as-needed basis. This position will lead all phases of the Proposal Development process including participating in team review of new opportunities, managing and tracking opportunities (and associated proposal response), content development, assignment of content development, organization of proposal materials, editing, formatting, final production & post-production activities, and maintaining proposal repositories. The Senior Project Manager will be responsible for tasks including but not limited to:

Scope of Work:
Capio Group is looking for an experienced Business Analyst to help document the ITSM and patch management procedures for the Information Technology unit.
The Business Analyst will be responsible for tasks including but not limited to:
- Eliciting, analyzing, communicating, and documenting functional and technical requirements and developing technical documentation for ITSM and Patch Management.
- Developing business processes and supporting process improvement efforts for ITSM.
- Managing or supporting all aspects of the Project Management Lifecycle (PML) and Software Development Lifecycle (SDLC).
- Developing or assisting with the development of project schedules project plans, and/or project roadmaps.
- Leading or facilitating end-user training, including developing training material and supporting training delivery.
- Developing User Acceptance Test scripts.
- Leading or facilitating functional and end-user testing, validating requirements.
- Identifying risks/issues and mitigations for resolution.
- Supporting the deployment of enhancements and defect fixes to the production environment.
- Troubleshooting and resolving incidents and problems.
- Identifying opportunities to solve business problems and improve processes.
- Creating and maintaining business and technical documentation and providing or supporting knowledge transfer to state resources.
- Within the last 10 years, a minimum of five (5) years of experience in gathering and analyzing functional and technical requirements and performing solution analysis and design in support of IT solutions.
- Within the last 10 years, a minimum of five (5) years of experience performing business process analysis, including documenting As-Is processes, To-Be processes, and business process improvement opportunities.
- Within the last 10 years, a minimum of three (3) years of facilitating or overseeing system and user acceptance testing and capturing feedback to address issues identified during the testing process.
- Within the last 10 years, a minimum of three (3) years of creating user documentation and training materials; documenting system changes in an end user friendly format; and providing information to end users on updates and changes to the system.
- Within the last 10 years, a minimum of three (3) years of experience supporting technology projects in organizations that utilize waterfall and agile methodologies. Support activities include managing or leading project resources and tasks; monitoring and reporting activities in progress; and/or maintaining product roadmap, backlog, or release plans.
- Within the last 10 years, a minimum of three (3) years of experience developing informational materials; communicating change; and facilitating acceptance of change tailored to specific audiences (i.e. system users, stakeholders, and/or sponsors/executives.)
- Within the last 10 years, a minimum of one (1) year of experience performing quantitative and qualitative data analysis activities, including identifying, mapping, and/or reporting data.
- Must have a minimum of five (5) years of experience applying analytical
processes on IT projects. At least three (3) years of that experience must have been in
business systems analysis and design. - Must possess a bachelor’s degree. A copy of the diploma must be provided upon request.
Additional qualifying experience may be substituted for the required education on a year-for-year basis. - Within the last 10 years, must have a minimum of three (3) years developing, documenting, and executing ITSM processes and patch management processes.
