Project Manager

Scope of Work:
Capio Group is looking for an experienced Project Manager with the requisite knowledge and abilities in performing the various Project Management disciplines in planning, coordinating, and executing IT projects/Initiatives categorized as Low to High Complexity Projects that require business analysis and project management support during the various phases of the State’s planning, analysis, procurement, implementation, and close-out. The Project Manager will assist with establishing, implementing, and conducting project management activities to achieve project objectives within mandated timelines for PAL or PDL projects. This includes Systems Development Life Cycle (SDLC) project phases, planning, design, development, implementation, go-live, post implementation stabilization, monitoring, and project close out. The Project Manager will perform all project management activities related to scope, schedule, cost, issues, risks, resources/stakeholders, status, reporting, communications, and change management. Upon completion of the project, the Project Manager will complete all project close-out activities by following project management standards and methodology utilized by the client for project tasks/deliverables, artifacts, and activities. The Project Manager will perform project management services in accordance with State policies, the Project Management Body of Knowledge (PMBOK) and California Project Management Framework (PMF) to effectively complete necessary analysis activities, manage, monitor, accurately report progress, and successfully meet the requirements.

Mandatory Experience:
  1. Must possess a bachelor’s-level degree from a recognized college or university. A copy of the degree must be provided upon request. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis. NOTE: If no degree, Resource would need to demonstrate a total of 9 years of experience to meet MQ #3 below (i.e., minimum 5 years + 4 additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
  2. Must possess a Project Management Professional (PMP) Certification from the Project Management Institute (PMI). The PMP certification is required and may not be substituted with additional experience. A copy of the certification must be provided upon request.
  3. Within the last ten (10) years, must have a minimum of five (5) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. Seven (7) or more years is preferred to achieve the maximum desirable score. 
  4. Within the last ten (10) years, must have at least three (3) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools experience must have been in a lead capacity. Five (5) years is preferred to achieve the maximum desirable score.

Senior Project Manager

Scope of Work:
Capio Group is looking for an experienced Business Solution Analyst with the requisite knowledge and experience to conduct, planning, analysis, design and architecture activities. The Business Solution Analyst must also have demonstrated experience in the various approaches to project management, systems and business analysis, system development and/or replacement, analysis and IT process change activities and testing, including but not limited to: workload management, personnel management, time management, stakeholder management, operations support, documenting system rules and functional/non-functional requirements and organizational change management. Perform business analysis services in accordance with the Business Analysis Body of Knowledge (BABOK), and perform system design and analysis services in accordance with Joint Application Development (JAD) and Business Process Reengineering (BPR) methodologies. The Business Solution Analyst must have substantial experience in facilitating end-to-end requirements gathering including As-Is and To-Be workflows, analyzing federal and state program requirements for applicability, analyzing legislative mandates for impacts, ensuring full requirements traceability from existing requirements to future deliverables in the system development lifecycle for contract management and system acceptance purposes, developing epics/user stories/use cases, identifying and building test scripts and test scenarios, implementing and maintaining requirements in a configuration management tool, establishing and maintaining a robust change control process for identifying changes to the Project system requirements and updating documentation based on those changes, and establishing a robust and repeatable framework for testing.

The Business Solution Analyst resource(s) will apply expert and specialized functional and technical expertise to support the complexities of this Project. This includes applying expert organizational principles and methods to analyze and build business processes that include business process re-engineering (BPR), develop solution-level requirements/user stories, and identify and recommend solutions that align to business processes. The resource(s) will provide subject matter expertise in industry standards and have expert knowledge of methods including governance, architect enterprise strategies for large complex programs, enterprise architecture planning, development, and management; business process design and reengineering; decision making and support for solution architecture development/management; and support the attainment of business strategy and its alignment with processes and IT strategy. The resource(s) will possess expert knowledge and technical expertise in standards and technologies to support complex business analysis, business process mapping/modeling and metrics, BPR, requirements/user story development, solution selection, systems architecture, and application integration. Additionally will develop technical diagrams and models at a detailed level (e.g., UML diagrams, use case diagrams, sequence diagrams, etc.) that align with To-Be Business Workflows, Data Rules, and detailed solution requirements/user stories using clients approved tools (Confluence draw.io, MS Visio).

  4. Within the last ten (10) years, must have a minimum of three (3) years of progressively complex experience (two (2) of which were in a lead capacity) and intermediate-level skill in:
    a) triaging and troubleshooting applications
    b) eliciting and documenting business requirements
    c) project management
    Five (5) or more years of progressively complex experience (four (4) of which were in a lead capacity) is preferred to achieve the maximum desirable score.
  5. Must have a minimum of two (2) years of experience (within the last five (5) years) as a business analyst. May include experience in one or more of the following business analysis activities:         a) documentation development,

    d) application testing, or

Scope of Work:
Capio Group is looking for an experienced and qualified Project Manager to provide project management services to the client in support of project initiation, planning, execution, monitor and control, and closing activities for multiple projects. This includes activities to mature and support the client in its adoption of practices, processes, and tools related to agile project management, portfolio management, system development, agile development, and governance.  The Project Manager (PM) will provide agile & waterfall project management services for all aspects of the project, including but not limited to the areas of: communications, scope/requirements, schedule, cost, risks, issues, quality, change control, resource, integration, business process re-engineering, organizational change management, and procurement. Additionally Project Manager will facilitate the necessary scoping, planning, coordination, direction, governance, and agile/scrum project management best practices necessary for successful project implementation.
The Project Manager will be responsible for tasks including but not limited to:

  • Work collaboratively with the Project Sponsor and stakeholders on complex enterprise IT projects to establish objectives, roadmaps, roles/responsibilities, and visual task backlogs that can be managed through all phases of implementation; ensure that projects support the organization's strategic and operational goals through agile, cost-effective, innovative, reliable, and secure technologies.
  • Review business needs, assess impact to operations, recommend policy changes to executives, and implement changes necessary to ensure regulatory compliance and enforcement.
  • Provide management of the entire IT project and system development lifecycles by managing projects through initiation, planning, execution, monitoring and controlling, and the project closure process.
  • Detail business needs and outcomes by assessing and documenting the current environment, including stakeholders, business processes, systems/tools, and data utilized/needed. 
  • Solve complex business problems by providing technical advice and project solution alternatives.
  • Plan and implement organizational change management activities to transition staff from their current state to the desired future state.
  • Work with stakeholders to facilitate the improvement/re-engineering of business processes  to align with technology needs.
  • Facilitate the elicitation of requirements/use cases/user stories with subject matter experts and manage through the requirements lifecycle.
  • Create all needed project management documents needed for the support of the client project(s) and to meet any project oversight requirements.
  • In coordination with the Project Sponsor, manage the effort of procuring any new products and services required for the execution of the project.
  • In coordination with clients staff, manage complex vendor contracts to ensure schedule, budget, quality, performance, and products are consistent with contract deliverables.
  • Lead the project team through all phases of system development, including analysis, design, build, test, training, and product roll-out.
  • Collaborate with subject matter experts and develop project management and system development deliverables in a timely manner based on established client standards.
  • Create and present reports to provide project information to District and college executives and other stakeholders, including governance committees established for the project, program staff, administrative staff, and oversight entities.
  • Actively/proactively identify and manage risks and issues to minimize impacts to scope, schedule, and costs and provide detailed analysis.
  • Support the planning and facilitation of portfolio management activities and processes.
  • Ensure the development and maintenance of the program roadmap and business process model by formulating strategies, plans, and policies pertaining to the system project planning, management, and solution delivery processes.
  • Perform these activities in accordance with client management plans and be responsive to the approved schedule during the agreement period.
  • Leverage project management best practices in accordance with the Institute of Electronics and Electrical Engineers (IEEE) standards, the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodology, Agile/Scrum methodology, Best Practices, and any other applicable standards.
  • Facilitate the Scrum Process: Act as the Scrum Master in implementing Scrum principles including stand-ups, sprint planning, backlog grooming, sprint reviews, and retrospectives.
  • Coaching and mentoring: Provide guidance and support to the Scrum team, help the team to understand and implement Scrum principles/practices effectively.
  • Ensure a productive working environment for the team by maintaining focus on the sprint goal, removing/escalating roadblocks, fostering multi-disciplined team collaboration, and promoting transparency.
Mandatory Experience:
  1. Within the last ten (10) years, must have five (5) years of increasingly responsible project management experience managing large scale enterprise information technology (IT) projects.
  2. Within the last ten (10) years, must have three (3) years of experience working on projects involving organizational change management and business process improvement/re-engineering initiatives.

Proposal Manager

Sacramento, CA

Capio Group is looking for a Proposal Manager with expertise in the areas of IT solution proposal response, technical writing, editing, and content strategy. 


Full-time employee - Remote (must be in Pacific Time Zone, Sacramento area preferred)
Salary - $70,000-$85,000

Scope of Work:

The Proposal Manager will be responsible for managing the proposal team, coordinating and writing strategic, persuasive, and high-quality content for proposals and other media types, including brochures, social media, websites, and more on an as-needed basis. This position will lead all phases of the Proposal Development process including participating in team review of new opportunities, managing and tracking opportunities (and associated proposal response), content development, assignment of content development, organization of proposal materials, editing, formatting, final production & post-production activities, and maintaining proposal repositories. The individual will also be required to support other tasks as needed such as the editing/production of presentations and deliverables to clients, maintaining and editing templates, and managing processes/systems associated with the proposal development function.

Responsibilities including but not limited to: 

  • Manage the proposal team (proposal coordinator, copy writer, etc.) and effectively collaborate with Account Manager(s) to drive the proposal development and submission.
  • Collaborate with Subject Matter Experts and translate highly technical information to author: technical content for proposals, capability statements, company website content, social media, and content for other marketing channels.
  • Manage the end-to-end proposal process including: proposal planning, content design, development, review, and final publication.
  • Review and analyze solicitations (RFPs, RFOs, SOWs, etc.) and related documents to draft and develop compliant proposal outlines and responses.
  • Lead proposal management activities, including development of work plans, proposal schedules, and action items, to maintain compliance with solicitation requirements while ensuring all deadlines are met.
  • Prepare all proposal development supporting documentation (go/no go meeting notes, proposal development schedule and production checklist, and proposal outline).
  • Combine content from various sources into a comprehensive package.
  • Confirm final content is compliant with solicitation and client requests.
  • Other tasks as assigned.

Mandatory Experience:

  1. At least 1 years of experience working as a Proposal Manager or similar role.
  2. 3+ years of experience leading/managing proposal lifecycle.
  3. 2+ years of experience writing persuasive content for proposals
  4. At least 1 year of experience managing/building a proposal team
  5. At least 1 year of government proposal development experience (California gov't preferred).
  6. At least 1 year of information technology (IT) proposal development experience.
  7. Ability to translate highly technical information into pieces that are easily understood by a variety of audience backgrounds.
  8. Strong verbal and written communication skills including grammar, spelling & editing skills along with an extremely high attention to detail and accuracy.
  9. Advanced knowledge Adobe PDF, the Google Suite (Docs, Sheets, Slides, Calendar, and Gmail), Microsoft Word and Excel.
  10. Advanced abilities in formatting, creating, and editing templates.
  11. Ability to priorities and managing multiple proposals/projects simultaneously within rigid timeframes and short turnaround time as needed.
  12. Must work according to PST business hours of 8-5. Willingness to work outside of regular business hours if required based on client needs.
  13. Bachelor’s degree, preferably in Business, Communications, English or a related field
    required.

Desirable Experience:

  1. Located at the Greater Sacramento area in California
  2. A proven track record of establishing technical writing processes, procedures, and culture from scratch.
  3. Experience writing technical documentation for the information technology industry.
  4. Experience in authoring/managing non proposal related marketing content/campaigns such as social media, website article etc.
