Data Management Analyst

Sacramento, CA

Scope of Work:

Capio Group is looking for an experienced Data Management Analyst to work as part of a team focused on developing and implementing a comprehensive data management strategy. This role involves developing an actionable implementation plan, optimizing operations, enhancing decision-making, and ensuring effective data governance to support client operations and service utilities. This project requires a common understanding of best practices for generating, validating, maintaining & accessing data to inform and support strategy, workflow processes, and decision-making.

As part of the team, the Data Management Analyst will be responsible for tasks including but not limited to:

  • Collaborate with various stakeholders to achieve objectives for data management.
  • Document and assess the as-is data environment.
  • Identify, collect, and classify client data.
  • Organize data and create data models for all client applications.
  • Build a repository of data sources, data flows, data owners, data custodian, and data users.
  • Administer mapping of all data sources and its movement to ensure data quality.
  • Analyze information flow and recommend appropriate technologies to support business processes.

Mandatory Experience:

  1. Must have a minimum three (3) years of experience as a Data Analyst. Experience must include data mapping, classification, and analysis for multiple IT systems and interfaces; analyzing current state data environments; and designing future state data environments.
  2. Must have a minimum of three (3) years of experience leading design meetings with
    multiple stakeholder groups, including requirements gathering, process development, or Joint Application Design (JAD) sessions.
  3. Must have minimum of two (2) years of experience supporting data analytics and reporting using tools such as Oracle Business Intelligence, Tableau, or any similar tool.
  4. Must have a minimum of two (2) years of experience supporting project management and system development life cycle activities.
  5.  Must have a minimum of two (2) years of experience implementing/executing data classification processes.
  6. Must have a minimum one (1) year of experience working with database management systems like Oracle or Microsoft SQL Server with any programming language (Java/C/C++/Python).
  7. Must be able to provide at least three (3) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.

  2. Must have a minimum of three (3) years of experience as a technical lead supporting the implementation of custom and commercial off-the-shelf (COTS) IT applications.

  3. Must have a minimum of three (3) years of experience as a database administrator/developer performing data modelling and database design in Oracle or MS SQL server for custom and COTS IT applications.

  4. Must have a minimum of three (3) years of experience with any programming language (Java/C/C++/Python).

  5. Must have a minimum three (3) years of experience leading the implementation of data warehouses/data lakes and business intelligence for enterprise reporting.

  6. Must have a minimum of three (3) years of experience leading the identification and classification of data for security categorization in compliance with State Administrative Manual (SAM) section 5305.5, Federal Information Processing Standards (FIPS) 199, and National Institute of Standards and Technology (NIST) 800-60.

  7. Must be able to provide at least three (3) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.

The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform. 

As part of the team, the Data Analyst/Lead will be responsible for tasks including but not limited to:

  • Supports the organization by translating business initiatives and goals into analytical questions, identifying critical metrics, conducting analysis, and developing reporting.
  • Help identify relevant datasets, contribute to data transformations, clean data, and conduct exploratory and statistical analyses to identify, analyze, and interpret trends or patterns in complex datasets.
  • Create visualizations, reports, and present findings, using business intelligence applications, spreadsheets, or code.
  • Define data quality needs to support analysis and should be proficient in profiling data to support data quality definitions. 
  • Need to implement quality monitoring or work with others to do so and should be able to communicate the impact of data quality on analyses.
  • Hold Requirements Meeting with client staff to develop initial data visualization requirements.
    Provide recommendations on how to resolve data errors.
  • Assess existing data security processes and recommend/implement solutions to resolve or improve processes.
  • Provide continuous support for data visualization and script development.
  • Develop technical documentation of scripts, data visualizations, and analyses that can be utilized to troubleshoot and understand solutions.
  • Develop user guides to teach end users how to interact with the data visualizations and analyses, and have client’s end-user staff verify documentation.
  • Convene weekly or bi-weekly project meetings to provide the completion status of deliverables, roles and responsibilities, and prioritization for keeping the project on track.
  • Provide knowledge transfer meetings that cover scripts developed for the client to the client staff.
  • Ensure alignment with the client’s data roadmaps and plans while collaborating closely with their data teams to support project objectives and deliverables.
  • Involves Identifying inefficiencies, implementing best practices, and fostering collaboration among stakeholders to ensure consistent processes. 
  • Improve data accuracy, facilitate better decision-making, and support long-term scalability by standardizing workflows.
  • Lead standardization of data to stay aligned to data roadmaps and plans and work collaboratively with internal data teams.
Mandatory Experience:
  1. Must have a minimum of five (5) years of experience as a data analyst or in other quantitative analysis or related disciplines, such as researcher, data engineer or BI analyst.
  2. Within the last ten (10) years, must have a minimum of five (5) years of experience in electronic data analytics, design, visualization, and programming. At least three (3) years must have been in a lead capacity.
  3. Within the last ten (10) years, must have a minimum of three (3) years of experience supporting a  large scale & complex IT systems*
    *A “large and complex IT system” is defined as:
    (a) At least $20M in total project cost;
    (b) A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users; and
    (c) A solution that provides a secure data exchange interface with multiple external systems.
  4. Within the last ten (10) years, must have a minimum of three (3) years of experience leading Standardization of data.
  5. Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program.
  6. Must possess a Bachelor’s degree in Data Analytics, IT or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  7. Must provide at least two (2) references from previous engagements of similar size, scope, and type of service.
  8. Within the last ten (10) years, must have a minimum of three (3) years of working experience with data roadmaps and strategic planning, with a demonstrated ability to align project initiatives with the client’s data objectives and long-term goals
Desirable Experience:
  1. At least three (3) years of experience with data from Medi-Cal/Medicaid/Medi-care systems. 
  2. Strong background in data profiling, mapping, cleansing and extraction. 
  3. Experience in supporting data loading cycles and data validation.
  4. Experience supporting the creation and delivery of end-user training.

  • Monitor KPIs and project progress to evaluate the success of deliverables and ensure they meet quality standards and objectives.
  • Ensure that the project adheres to industry standards, legal regulations, and organizational policies.
Mandatory Experience:
  1. Must have minimum of three (3) years of experience in understanding end-to-end product development cycles developing products; UX conducting market research; generating product requirements; determining product road maps and specifications, production timetables, and time-integrated plans for product introduction; and developing service to market strategies; and managing client service relations.
  2. Must possess a Bachelor’s degree from an accredited college or university. Successful completion of a bootcamp in a related field plus an additional year of experience may be substituted for the degree requirement. A copy of the degree must be provided upon request.
  3. Within the last five (5) years, must have a minimum two (2) years of experience, as a project manager on IT projects having a minimum one-time cost of five (5) million dollars.
  4. Within the last five (5) years, must have a minimum three (3) years of experience in developing use cases, scenarios, and workflow analysis to help create and validate business requirements. 
  5. Within the last five (5) years, must have a minimum two (2) years of experience, performing business analysis on an IT project.
  6. Must have an active and valid Scrum Master Certification or Scrum Product Owner Certification. A copy of certificate must be provided upon request.

  • Utilize frameworks such as BABOK (Business Analysis Body of Knowledge), SWOT analysis, and the Business Process Modeling (BPM) for visualizing and analyzing inefficiencies, to assess, prioritize, streamline, and manage business processes, requirements, and stakeholder roles effectively.
  • Analyze and recommend information technology solutions based on program business needs and enterprise IT strategies.
Mandatory Experience:
  1. Must have a minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
  2. Must possess a Bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  3. Within the last five (5) years, must have a minimum of three (3) years of experience soliciting and documenting business requirements for large scale Information Technology Systems.
  4. Must have a minimum of three (3) years of experience leading and developing as-is/to-be business process analyses & mapping, documenting Business Process Re-engineering (BPR), and performing gap analyses.
  5. Must have a minimum of three (3) years of experience following a development process such as the Software Development Life Cycle (SDLC) to identify, evaluate, and recommend business, technical, reporting and testing requirements applied to the design and development of a system software solution IT projects.
  6. Within the last three (3) years, must have a minimum of one (1) year of experience with Agile/SCRUM system development methodologies.
  7. Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program.

  5. Within the last three (3) years, must have a minimum of one (1) year of experience with Agile/SCRUM system development methodologies.

Scope of Work:
Capio Group is looking for an experienced Project Manager to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems that duplicate data and functionality in silos preventing cross-analysis and lacking the support of modern work automation tools for facilitating process improvement. The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform. 

As part of the team, the Project Manager will be responsible for tasks including but not limited to:

  • Provide management of the entire IT project and system development lifecycles by managing projects through initiation, planning, execution, monitoring and controlling, and the project closure process.
  • Apply the principles, methods, techniques, and tools for developing, scheduling, coordinating, and managing projects and resources, including but not limited to the areas of: communications, scope/requirements, schedule, cost, risks, issues, quality, change control, resource, integration, business process re-engineering, organizational change management, and procurement.
  • Completion of new custom modules or applications as outlined for the recommended solution.
    Digital Support Services to provide Agile development support and coordination across technical teams.
  • Program Support services to support legacy processes while redirected Program resources support newly developed systems.
  • IV&V oversight.
  • Involves Identifying inefficiencies, implementing best practices, and fostering collaboration among stakeholders to ensure consistent processes. 
  • Improve data accuracy, facilitate better decision-making, and support long-term scalability by standardizing workflows.
  • Develop and maintain project management plans, project schedules, communication plans, risk and issue analysis, and work processes.
  • Plan and implement organizational change management activities to transition staff from their current state to the desired future state.
  • Work with stakeholders to facilitate the improvement/re-engineering of business processes to align with technology needs.
  • Create all needed project management documents needed for the support of client project(s) and to meet any project oversight requirements.
  • Actively/proactively identify and manage risks and issues to minimize impacts to scope, schedule, and costs and provide detailed analysis.
  • In coordination with the Project Sponsor, manage the effort of procuring any new products and services required for the execution of the project.
  • Collaborate with subject matter experts and develop project management and system development deliverables in a timely manner based on established client standards.
  • Leverage project management best practices in accordance with standards of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodology, Agile methodology, client’s Best Practices, and any other applicable standards.
Mandatory Experience:
  1. Must have a minimum of five (5) years of broad, extensive and increasingly responsible Project Manager experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.
  2. Must possess a Bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  3. Must possess a current and valid Project Management Professional (PMP) certification issued by the Project Management Institute (PMI).  PMP certification is required and may not be substituted with additional experience. A copy of the certificate must be provided upon request.
  4. Within the last ten (10) years, must have a minimum of three (3) years of experience working with Healthcare programs such as Medicare/Medicaid/Medi-Cal.
  5. Within the last ten (10) years, must have a minimum of three (3) years of experience leading and managing various project team sizes on large and complex IT system* development projects.
    *Large and Complex IT System development project definition:
    (a) At least $20M in total application development project cost.
    (b) A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users.
    (c) A solution that provides a secure data exchange interface with multiple external systems.
  6. Within the last ten (10) years, must have a minimum of two (2) years of experience  developing and/or facilitating review and approval of project management plans and deliverables for large and complex IT system* development projects for government agencies.
  7. Within the last ten (10) years, must have a minimum of three (3) years of experience facilitating change control management processes in large and complex IT system* implementations for government agencies.
  8. Within the last ten (10) years, must have a minimum of three (3) years of  experience with either agile or hybrid agile software development processes used to develop or implement an automated solution.
  9. Within the last ten (10) years, must have a minimum of two (2) years of experience  assisting with converting and migrating legacy data on a large and complex IT system project*.
  10. Within the last ten (10) years, must be able to provide at least two (2) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.
Desirable Experience:
  1. At least three (3) years of experience in IT project management or coordination activities, including working with technical staff and business users.
  2. At least three (3) years of experience developing and delivering project status presentations and/or project briefings for various audiences as requested (project team, stakeholders, and executive management).
  3. At least three (3) years of experience with the CDT Project Approval Lifecycle (PAL) Process.

Scope of Work:
Capio Group is looking for an experienced Software Engineer to work as part of a team to provide maintenance and operational support for the client’s multiple Salesforce Orgs. The team will be responsible for implementing system enhancements, developing new applications, and managing all phases of the Software Development Lifecycle for client’s orgs and their associated applications, including their integrations with other systems or applications.

As part of the team, the Software Engineer will be responsible for tasks including but not limited to:
1.
Maintenance and Operations

  • Provide ongoing maintenance and operational support for all listed applications.
  • Resolve production issues and bugs efficiently.
  • Support enhancements and new feature development as needed.
  • Manage data imports and outgoing registration emails to claimants where applicable.
2. Software Development Lifecycle (SDLC)
  • Manage all phases of the SDLC for existing applications, including requirements gathering, design, development, unit testing, test planning, test preparation, and execution.
  • Develop new applications as business needs arise, following the same SDLC phases.
  • Provide comprehensive testing services including planning, strategy, entry and acceptance criteria, test data preparation, environment support, and UAT test scenarios and scripts.
3. Release Planning and Execution
  • Perform release planning and execute code deployment activities across all environments (development, test, pre-production, and production) in coordination with Client stakeholders.
  • Utilize Client tools for project planning, software development, release management, configuration management, and document testing activities, including defect tracking and resolution.
4. Agile Methodology and Enhancements
  • Release enhancements, changes, and improvements, or address technical debt at least once a month using Agile methodology.
  • Provide necessary artifacts and reflect these activities in monthly reports.
5. Reporting and Documentation
  • Support ad-hoc reporting requests at both the Salesforce Org level and application level.
  • Create and update system documentation including the System Design Documentation, System Security Plan (SSP), System Architecture Document (SAD), Information Systems Recovery Plan (ISRP), and Technical Support Protocol (TSP) for all applications.
6. Code Analysis and Security
  • Support periodic code analysis with Veracode for all applications and immediately detect flaws to conform to Client policies.
  • Support integration with Elastic for operational visualizations, usage trends, business insights, alert creation, and log availability for troubleshooting.
7. Testing and Issue Resolution
  • Support various testing types including system testing, integration testing, heuristics testing, Application Security Assessment (ASA), User Acceptance Testing (UAT), Usability Experience (UX), and Customer Experience (CX).
  • Investigate and resolve production issues, providing solutions as necessary.
8. Development and Support
  • Gather requirements, design, develop, unit test, plan, prepare, and execute corrective, adaptive, perfective, and enhancement changes.
  • Provide test planning, testing strategy, entry and acceptance criteria, test data preparation, environment support, test reports, test scenarios, and scripts for UAT.
9. User Management
  • Support provisioning and de-provisioning of users based on customer requests.
  • Salesforce Upgrades and Legislative Changes.
  • Prepare, plan, facilitate, and update applications as necessary, including regression testing and support for periodic Salesforce upgrades.
  • Analyze and implement necessary changes in response to legislative updates within contract constraints.
10. API Integration and Resource Management
  • Support enhancements to API integrations between applications and other Client systems.
  • Develop new APIs as needed based on evolving business requirements and integration needs.
11. Documentation and Deliverables
  • Provide all document deliverables in electronic form using Microsoft Office tools, as appropriate.
  • Submit deliverables established by the Work Authorization process along with the related Work Authorization.
12. Knowledge Transfer Documentation 
  • Develop and maintain comprehensive documentation, including user guides, training materials, and system operation manuals. Ensure this documentation is regularly updated and accessible to Client’s staff, and provide training on how to use and update these resources.
13. On-Demand Support
  • Offer on-demand support and training resources, such as recorded webinars, FAQs, and troubleshooting guides, to assist Client’s staff with ongoing questions or issues they may encounter.
14. Knowledge Sharing Sessions
  • Organize knowledge-sharing sessions where vendor experts and Client’s staff can discuss challenges, share insights, and collaborate on solutions related to system use and development.
15. Feedback Mechanism
  • Implement a feedback mechanism to collect input from Client’s staff on training effectiveness and areas for improvement. Use this feedback to refine training programs and ensure they meet staff needs effectively.
Mandatory Experience:
  1. Must have a minimum four (4) years of Full-Time Equivalent (FTE) experience as a Salesforce Software Engineer, with substantial involvement in designing, developing, and implementing Salesforce solutions.
  2. Must have a minimum of four (4) years' experience in a Salesforce Software Engineer role providing support for complex technical solutions using the Salesforce development environment, including any of the following:
    a. Expertise in developing Salesforce solutions, including coding, unit testing, and integration testing. Reviewed and analyzed change requests to determine the scope of work and estimate effort. 
    b. Documented detailed technical specifications for changing application components based on business requirements and high-level designs.
    c. Designed, coded, tested, and maintained application components to meet user requirements.
  3. Must possess a Bachelor’s degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  4. Must have a minimum of four (4) years' experience with Salesforce development tools, including Apex, Visualforce, Lightning Components, Workflow Rules, Process Builder, Flows, and Reports/Dashboards, designing and managing Salesforce objects, fields, page layouts, record types and Salesforce APIs.
  5. Must have a minimum of four (4) years' experience in other programming languages: Experience with languages such as JavaScript, HTML, or CSS for creating custom user interfaces and integrations within Salesforce.
  6. Must have a minimum of two (2) years' experience with third-party Salesforce applications and AppExchange products: Knowledge of integrating and customizing third-party applications from the Salesforce AppExchange.
  7. Must have a minimum of four (4) years' experience with Salesforce Agile methodologies: Familiarity with Agile project management methodologies and practices, especially in the context of Salesforce development.
  8. Must be able to provide at least two (2) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.

  11. Experience building or supporting implementations for an EDD organization.
  12. Experience with Salesforce's multi-org architecture and data migration: Understanding of Salesforce’s multi-org setup, data migration tools, and strategies for large-scale data transfers.
  13. Knowledge of Salesforce's API limits and performance optimization: Ability to work within Salesforce API limits and optimize performance for high-volume data operations.
