Senior Project Manager
Sacramento, CA
Capio Group is looking for an experienced Senior Project Manager!

Scope of Work:
Capio Group is looking for an experienced Senior Project Manager to provide IT services for the client Modernization Project. The Senior Project Manager will be responsible for managing project efforts, act as advisor to the clients management team in matters related to the project, and lead Project Team, consisting of various technical and business Subject Matter Experts (SMEs). The Senior Project Manager will provide these IT services for the remainder of the PAL, throughout the Project’s software development life cycle, and post implementation.
The Senior Project Manager will be responsible for tasks including but not limited to:
Project Communication and Stakeholder Management:
- Coordinate with all project stakeholders and staff.
- Facilitate weekly status meetings and document action items with the Project Team, stakeholders, and technical staff.
- Create and/or update project charter and project plans.
- Update and provide Project Status Reports
- Coordinate and update all required PAL documents.
- Prepare for upcoming activities within the project:
- Obtaining authorization from stakeholders;
- Analyzing and presenting business needs and feasibility to stakeholders.
- Coordinate and present to regular Executive Steering Committee meetings.
- Present ad hoc general project status updates to stakeholders.
- Utilize Microsoft Teams/SharePoint to store and present key information to the clients Management team, stakeholders, and Project Team.
- Develop and maintain the project schedule (using MS Project), which includes the consolidation of project schedules from various sources.
- Manage day-to-day project work efforts.
- Assess and adjust resource load for project activities.
- Define the sequence of project activities.
- Establish schedule maintenance and reporting.
- Development of ad hoc hypothetical scenarios for project schedule changes.
- Validate and control scope through:
- Collecting requested changes to scope and requirements as a result of requirement traceability completed by vendors, and leading discussions to determine scope change.
- Performing integrated change control.
- Conducting change configuration tasks for project documents.
- Delivering Monthly Reports including proposed changes that may impact the scope.
- Manage risk response planning, including identify and lead mitigation meetings to identify mitigations for risks, track the approved mitigation and assist in updating Risk Register.
- Lead risk meetings to discuss and determine risk response.
- Assist in the creation of tools for the management and resolution of issues. Conduct meetings as needed to ensure any impediments are resolved expeditiously.
- Prepare Risk Mitigation Plan.
- Knowledge transfer plan that contains:
- High level task roadmap.
- Schedule for knowledge transfer.
- Inventory of what areas knowledge transfer will cover with names.
- List of contractor lead personnel for knowledge transfer and clients staff to be trained (a mapping of resources to be trained).
- A process to validate that knowledge transfer met its objectives.
- Knowledge transfer execution status and signoff document.
- List all knowledge transfer areas and include its completion status.
- Provide summary of knowledge transfer validation and results.
- Knowledge transfer artifacts (all documents).
- List all knowledge transfer training documentation and their purpose.
- Include all training documentation (a link to a shared folder).
- Lessons-learned.
- Within the last ten (10) years, must have a minimum of seven (7) years of experience applying PM principles, methods, techniques, and tools. Desirable Qualification scores may be awarded for additional years of experience up to a total of ten (10) years.
- Within the last ten (10) years, must have a minimum of three (3) years of experience as a PM implementing an IT project for a federal, state, or local government entity. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
- Within the last ten (10) years, must have a minimum of two (2) years of experience with drafting and revising the State of California Department of Technology’s Project Approval Lifecycle (PAL) documentation. Desirable Qualification scores may be awarded for additional years of experience up to a total of three (3) years.
- Within the last ten (10) years, must have a minimum of three (3) years of experience of schedule management and Microsoft (MS) Project. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.
- Within the last ten (10) years, must have a minimum of three (3) years of risk management experience. Desirable Qualification scores may be awarded for additional years of experience up to a total of five (5) years.

- Within the last ten (10) years, must have a minimum of two (2) years of experience on a single IT project evaluating, analyzing and compiling multiple vendors’ schedules into one single schedule. - Must possess a Bachelor’s degree. Four years of experience, in addition to the years required above, may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
- A valid *Project Management Professional (PMP) certificate issued by the Project Management Institute (PMI). A copy of the certificate must be provided upon request.
- Within the last ten (10) years, must have a minimum of two (2) years of experience on a large-scale business system modernization project. Desirable Qualification scores may be awarded for additional years of experience up to a total of four (4) years.
- Within the last ten (10) years, must have a minimum of one (1) year of experience applying Agile SCRUM Project Management methodologies to IT projects. Desirable Qualification scores may be awarded for additional years of experience up to a total of three (3) years.
- Within the last ten (10) years, must provide two (2) references for projects completed while providing project management services to projects with $10 million value or higher, and include planning, design, development, and implementation phases. The two (2) resource references should be from a senior manager level who could verify work performed.
- Possession of a Master’s degree. A copy of the degree must be provided upon request.
- Maintains active certification as an Agile Certified Practitioner through the PMI.

The Business Development Manager will build and manage long-lasting, trusting relationships with Capio Group leads (prospective clients and business partners), develop new business opportunities from leads, actively seek new sales opportunities to support customer initiatives, develop relationships with partnering companies, collaborate with Capio Group proposal development and technical teams, and generate more revenue for the Capio Group.
Responsibilities including but not limited to:

As part of the team, the Data Analyst/Lead will be responsible for tasks including but not limited to:
- Supports the organization by translating business initiatives and goals into analytical questions, identifying critical metrics, conducting analysis, and developing reporting.
- Help identify relevant datasets, contribute to data transformations, clean data, and conduct exploratory and statistical analyses to identify, analyze, and interpret trends or patterns in complex datasets.

- Ensure alignment with the client’s data roadmaps and plans while collaborating closely with their data teams to support project objectives and deliverables.
- Involves Identifying inefficiencies, implementing best practices, and fostering collaboration among stakeholders to ensure consistent processes.
- Improve data accuracy, facilitate better decision-making, and support long-term scalability by standardizing workflows.
- Lead standardization of data to stay aligned to data roadmaps and plans and work collaboratively with internal data teams.
- Must have a minimum of five (5) years of experience as a data analyst or in other quantitative analysis or related disciplines, such as researcher, data engineer or BI analyst.
- Within the last ten (10) years, must have a minimum of five (5) years of experience in electronic data analytics, design, visualization, and programming. At least three (3) years must have been in a lead capacity.
- Within the last ten (10) years, must have a minimum of three (3) years of experience supporting a large scale & complex IT systems*
*A “large and complex IT system” is defined as:
(a) At least $20M in total project cost;
(b) A solution that has at least one hundred (100) internal end users and one hundred thousand (100,000) external users; and
(c) A solution that provides a secure data exchange interface with multiple external systems. - Within the last ten (10) years, must have a minimum of three (3) years of experience leading Standardization of data.
- Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program.

- Within the last five (5) years, must have a minimum of three (3) years of experience soliciting and documenting business requirements for large scale Information Technology Systems.
- Must have a minimum of three (3) years of experience leading and developing as-is/to-be business process analyses & mapping, documenting Business Process Re-engineering (BPR), and performing gap analyses.
- Must have a minimum of three (3) years of experience following a development process such as the Software Development Life Cycle (SDLC) to identify, evaluate, and recommend business, technical, reporting and testing requirements applied to the design and development of a system software solution IT projects.
- Within the last three (3) years, must have a minimum of one (1) year of experience with Agile/SCRUM system development methodologies.

Capio Group is looking for an experienced Project Manager to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems that duplicate data and functionality in silos preventing cross-analysis and lacking the support of modern work automation tools for facilitating process improvement. The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform.
As part of the team, the Project Manager will be responsible for tasks including but not limited to:

Capio Group is looking for an experienced Software Engineer to work as part of a team to provide maintenance and operational support for the client’s multiple Salesforce Orgs. The team will be responsible for implementing system enhancements, developing new applications, and managing all phases of the Software Development Lifecycle for client’s orgs and their associated applications, including their integrations with other systems or applications.
As part of the team, the Software Engineer will be responsible for tasks including but not limited to:
1. Maintenance and Operations
- Provide ongoing maintenance and operational support for all listed applications.
- Resolve production issues and bugs efficiently.
- Support enhancements and new feature development as needed.
- Manage data imports and outgoing registration emails to claimants where applicable.
- Manage all phases of the SDLC for existing applications, including requirements gathering, design, development, unit testing, test planning, test preparation, and execution.

- Organize knowledge-sharing sessions where vendor experts and Client’s staff can discuss challenges, share insights, and collaborate on solutions related to system use and development.
- Implement a feedback mechanism to collect input from Client’s staff on training effectiveness and areas for improvement. Use this feedback to refine training programs and ensure they meet staff needs effectively.
