Senior Application Developer

Sacramento, CA

Scope of Work:
Capio Group is looking for an experienced Senior Application Developer to provide application development and automation support for solutions written in JavaScript based web Agile Development Support frameworks, Microsoft, and PHP technologies. This role involves working under the guidance of the unit manager and solution architects to understand the business problems, and system requirements and then provide solutions that are technically feasible, aligned with existing enterprise architecture and meet the needs of the business users within the project timelines. The Senior Application Developer will be responsible for system defect analysis and resolution; review designs of the other developers to ensure the solution meets the solution/architecture guidelines set by the project and also responsible for porting existing systems to sustainable platforms and languages, mentoring, training, and coaching developers.

The Senior Application Developer will be responsible for tasks including but not limited to:

  • Analysis, Design, Implementation, Testing and Support
    • Determine impact of reported defects or enhancements to existing applications.
    • Propose one or more design options as appropriate to each situation, including a level-of-effort estimate and target delivery date.
    • Document the design option selected by the client.
    • Develop approved application changes within the existing technical environments, using the approved promotion path and QA/testing methodology.
    • Performing internal unit/QA testing and facilitate user acceptance testing.
    • Support best practices in use of code repository and Jenkins pipeline for delivery of application and report fixes and enhancements.
    • Update and enhance system documentation to keep it synchronized with system and environment changes.
  • Knowledge Transfer
    • Provide knowledge transfer of reporting efforts, escalated system issues, and application changes and enhancements.
    • Knowledge transfer occurs via collaborative documentation, code commenting, cross training, and job shadowing.
    • Knowledge transfer will take place via regular scheduled meetings and review of documentation.
    • Documentation to include best practices and lessons learned during the project.
Mandatory Experience:
  1. Must have a minimum of ten (10) years of experience architecting, designing, and developing enterprise web applications using MVC frameworks.. 
  2. Must have a minimum of ten (10) years of experience working with PHP and PHP based frameworks.
  3. Must have a minimum of ten (10) years of experience developing, maintaining, and enhancing complex and innovative programs using XML, CSS, HTML and advanced java script and CSS frameworks like JQuery, Bootstrap, etc.
  4. Must have a minimum of ten (10) years of experience with databases like Oracle, MS SQL, MySQL, Postgres.
  5. Must have a minimum of five (5) years of experience developing single page web applications (SPA) using html, CSS, and JavaScript frameworks such as Angular or REACT.
  6. Must have a minimum of seven (7) years of experience Clear Case; Clear Quest, JIRA, Bitbucket or similar configuration tools.

Business Solutions Analyst

Scope of Work:
Capio Group is looking for an experienced and qualified Business Solutions Analyst to work as a part of the team to provide Information Technology services to the client in modernizing the legacy application with a single page web-based application. This role includes defining requirements and performing all necessary development activities to enhance the existing client online system. The enhancements aim to improve performance, efficiency, stability and/or user experience.
As part of the team, the Business Solutions Analyst will be responsible for tasks including but not limited to:

  • Review and understand the Project Charter. 
  • Define business requirements, including functional and technical.
  • Conduct system Impact Analysis and Gap Analysis as required.
  • Design and create process flows for existing and proposed systems using Visio or similar tools (MS Visio is the official tool). 
  • Understand the project approach selected by client Agile/Hybrid or waterfall.
  • Understand all the deliverables (SRS, US/AC Epics, Features, User Manuals, PTA, PIA, Mock-ups, UAT Sign-offs SDO and related documents) a BA is expected to deliver based on the methodology selected by client for the project.
  • Clearly understand and define stakeholders.
  • Create a stakeholder communication/engagement plan.
  • Conduct/Participate in all meetings according to the Business Solutions Analyst Standards expectations (These meetings include Scrum ceremonies, JAD sessions, Document Review sessions, etc.)
  • Review deliverables with internal and external stakeholders based on the stakeholder engagement plan.
  • Identify and establish the scope and parameters of detailed requirements analysis on a business-by-business case basis to define IT business impact, outcome criteria, and metrics.
  • Ability to Create epics from the high-level requirements, subsequent features, User Stories, and Acceptance Criteria
  • Be familiar with Azure DevOps.
  • Collaborates and ensures developers understand requirements, user stories, and acceptance criteria. 
  • Be an expert in at least one UI/UX tool, mainly Adobe XD.
  • Where applicable, develop prototypes of interfaces and attributes based on the user requirements.
  • Develop and utilize standard templates for the most complex IT systems to write requirement specifications accurately and concisely.
  • Responsible for coordinating User Acceptance testing and only training the subject matter experts.
  • Collaborates and ensures Quality Assurance tester understands requirements and testing scenarios for test plans/cases.

Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum of five (5) years of experience applying analytical processes on IT projects. 
  2. Within the last ten (10) years, at least three (3) years of applying analytical processes on IT projects experience must have been in business systems analysis and design.
  3. Must possess a bachelors degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.

As part of the team, the Usability Tester will be responsible for tasks including but not limited to:

  • Support client staff on impediment management.
  • Create documentation and conduct user training.
  • Collaborate with the Product Owner to plan, design, and execute User Acceptance Testing.
  • Provide expertise in automated testing tools, implement test automation framework, and perform automated testing for system integration testing and/or regression testing.
  • Record and track defects according to the established Defect Management Process.
  • Provide test design, test execution, automated testing, defect management, and test environment management knowledge transfer to client staff.
  • Lead the quality assurance and testing activities to ensure the business and technical requirements are tested and met. 
  • Test the integrated system to ensure the solution supports the end-to-end business processes.
  • Test the integrated system to ensure the security stories and related requirements are met.
  • Ensures all high priority bugs are resolved prior to Go-Live.
  • Oversees all testing activities, test schedules, test plans, test cases for all for the application. 
  • Ensures all testing standards are being met. 
  • Serves as an escalation point for issues involving testing.

Mandatory Experience:

  • Work with the business solutions analyst in defining PBIs and breaking down the PBIs into development tasks with the Senior technical lead during the sprint planning and development sessions.
  • Develop & implement the custom code solutions based on the PBIs and acceptance criteria.
  • Write clean, maintainable, and efficient code with comments following clients coding standards and best practices. 
  • Collaborate with developers within the scrum team to review and improve code through pair programming or code reviews.
  • Write unit tests to ensure the reliability of the code using MS Test, collaborate with the testers to address functional & non-functional bugs and issues found during testing, and embrace test-driven development (TDD) practices when applicable. 
  • Integrate code through pull requests into the Dev environment frequently in Azure DevOps and collaborate with the senior technical lead to ensure CI/CD pipelines are effective and reliable.
  • Ensure appropriate inline and static scans are run using the provided scanning tools to resolve security vulnerabilities before promoting the code to the main brain in Azure DevOps.
  • Maintain & update documentation, including code comments, API documentation, and other relevant technical project documentation. 
  • Communicate effectively with the scrum team including the scrum master providing updates on progress and identifying any challenges or roadblocks during the daily stand-ups. 
  • Provide constructive feedback during sprint retrospectives to continuously improve team scrum processes by actively participating in discussions about process improvements & team dynamics.

  • Work with the scrum team to define the Definition of Done for all levels of scrum items including for User stories, sprints, release, and UAT. 
  • Conduct technical planning sessions for every sprint to identify all the tasks involved in a PBI development as per the defined Acceptance Criteria.
  • Collaborate with the business solutions analyst to ensure interactive mock-ups are created as per UI/UX standards in delivering the best user experience. 
  • Configure Azure DevOps CI/CD pipelines for continuous development and deployment to higher environments.
  • Identify and manage technical debt, working to minimize its impact on the project and balance the need for rapid development with the importance of maintaining a sustainable codebase. 
  • Foster collaboration between the cross-functional scrum team and communicate effectively with both the technical and non-technical stakeholders, translating technical concepts into understandable language. 
  • Actively participate in Scrum ceremonies, such as sprint planning, daily stand-ups, sprint reviews, retrospectives, and backlog grooming sessions. 
  • Help the team remove technical impediments and ensure adherence to client’s Hybrid Scrum principles.
  • Provide mentorship & knowledge transfer to the client's staff by fostering a culture of continuous learning and improvement. 
  • Identify technical risks early in the project & work on mitigation plans by proactively addressing technical challenges and obstacles that may impact the project timeline or quality.
  • Stay abreast of emerging technologies and assess their relevance to the project by evaluating and recommending tools & technologies that can enhance development efficiency & product quality if client approved software cannot be leveraged. 
  • Collaborate with product owners & business stakeholders to understand customer needs & priorities. 
  • Ensure that technical decisions align with the overall product vision & customer expectations. 
  • Configure provided code scanning tools within the CI/CD pipelines for inline, static & dynamic scans to proactively identify security vulnerabilities. 
  • Ensure all the functional unit tests have been created using clients standards unit testing framework, MS Test for maximum code coverage and leverage Azure DevOps tool to automate unit tests.
  • Ensure all the system integration testing is being performed and all the functional & non-functional bugs are tracked & resolved. Create and maintain all the necessary technical documentation throughout the project lifecycle.
  • Responsible for all the duties listed for a Technical Lead as well.

Mandatory Experience:
  1. Within the last ten (10) years, must have a minimum of eight (8) years of experience aligning IT systems with organizational business processes. 
  2. Within the last ten (10) years, at least five (5) years of aligning IT systems with organizational business processes experience must have been in a lead capacity.

As part of the team, the Product Manager/Lead Analyst 
will be responsible for tasks including but not limited to:

  • Completion of new custom modules or applications as outlined for the recommended solution.
    Digital Support Services to provide Agile development support and coordination across technical teams.
  • Program Support services to support legacy processes while redirected Program resources support newly developed systems.

  • Guide development teams through planning, sprints, and releases, ensuring adherence to timelines and quality standards.
  • Identify potential risks and dependencies, develop mitigation plans, and adapt strategies as needed to keep the project on track.
  • Lead efforts to manage changes in scope, requirements, or timelines, while minimizing impact on project objectives.
  • Identify inefficiencies in workflows or processes and implement solutions to enhance productivity and delivery speed.
  • Monitor KPIs and project progress to evaluate the success of deliverables and ensure they meet quality standards and objectives.
  • Ensure that the project adheres to industry standards, legal regulations, and organizational policies.
Mandatory Experience:
  1. Must have minimum of three (3) years of experience in understanding end-to-end product development cycles developing products; UX conducting market research; generating product requirements; determining product road maps and specifications, production timetables, and time-integrated plans for product introduction; and developing service to market strategies; and managing client service relations.
  2. Must possess a Bachelor’s degree from an accredited college or university. Successful completion of a bootcamp in a related field plus an additional year of experience may be substituted for the degree requirement. A copy of the degree must be provided upon request.
  3. Within the last five (5) years, must have a minimum two (2) years of experience, as a project manager on IT projects having a minimum one-time cost of five (5) million dollars.
  4. Within the last five (5) years, must have a minimum three (3) years of experience in developing use cases, scenarios, and workflow analysis to help create and validate business requirements. 
  5. Within the last five (5) years, must have a minimum two (2) years of experience, performing business analysis on an IT project.

  3. Within the last five (5) years, must have a minimum of three (3) years of experience with Infrastructure as Code using Terraform, AWS CloudFormation, or similar technology.

  • Create all needed project management documents needed for the support of client project(s) and to meet any project oversight requirements.
  • Actively/proactively identify and manage risks and issues to minimize impacts to scope, schedule, and costs and provide detailed analysis.
  • In coordination with the Project Sponsor, manage the effort of procuring any new products and services required for the execution of the project.
  • Collaborate with subject matter experts and develop project management and system development deliverables in a timely manner based on established client standards.
  • Leverage project management best practices in accordance with standards of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) methodology, Agile methodology, client’s Best Practices, and any other applicable standards.
Mandatory Experience:
  1. Must have a minimum of five (5) years of broad, extensive and increasingly responsible Project Manager experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.
  2. Must possess a Bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
  3. Must possess a current and valid Project Management Professional (PMP) certification issued by the Project Management Institute (PMI).  PMP certification is required and may not be substituted with additional experience. A copy of the certificate must be provided upon request.
  4. Within the last ten (10) years, must have a minimum of three (3) years of experience working with Healthcare programs such as Medicare/Medicaid/Medi-Cal.
  5. Within the last ten (10) years, must have a minimum of three (3) years of experience leading and managing various project team sizes on large and complex IT system* development projects.
    *Large and Complex IT System development project definition:
    (a) At least $20M in total application development project cost.

  7. Within the last ten (10) years, must have a minimum of three (3) years of experience facilitating change control management processes in large and complex IT system* implementations for government agencies.
  8. Within the last ten (10) years, must have a minimum of three (3) years of  experience with either agile or hybrid agile software development processes used to develop or implement an automated solution.
  9. Within the last ten (10) years, must have a minimum of two (2) years of experience  assisting with converting and migrating legacy data on a large and complex IT system project*.
  10. Within the last ten (10) years, must be able to provide at least two (2) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.
Desirable Experience:
  1. At least three (3) years of experience in IT project management or coordination activities, including working with technical staff and business users.
  2. At least three (3) years of experience developing and delivering project status presentations and/or project briefings for various audiences as requested (project team, stakeholders, and executive management).
  3. At least three (3) years of experience with the CDT Project Approval Lifecycle (PAL) Process.
