Software Engineer

Scope of Work:
Capio Group is looking for an experienced Software Engineer to provide consulting and implementation support services to migrate/transfer the old .NET applications to the new clients Modern Development Environment (MDE). This role involves analyzing and refining systems requirements; translate systems requirements into application prototypes; plan and design systems architecture; write, debug and maintain code; determine and design application architecture; determine output media/formats; design user interfaces; work with customers to test applications; assure software and systems quality and functionality; integrate hardware and software components; write and maintain program documentation; evaluate new application software technologies; and/or ensure the rigorous application of information security/information assurance policies, principles and practices to the delivery of application software services.
The Software Engineer will be responsible for tasks including but not limited to:
- Analyze the existing legacy .NET applications and come up with migration plans for migrating the application to the Modern Development Environment (MDE).
- Design the new architecture of the system in adherence with the clients technical architecture standards and guidelines.
- Assist the agile team in dividing major components of the application into smaller manageable stories and tasks.
- Assist and support the development team in converting each component of the application incrementally.
- Help the development team with any kind of documentation or other required task for deploying the application to production.
- Assist and support with change requests for the newly migrated application.
- Analyze information and troubleshoot the bugs in the newly migrated application.
- Test bug fixes and change requests related to the newly migrated application.
- Work with customers to resolve issues by assessing the situation and delivering the best solution.
- Must have a minimum of five (5) years of experience in electronic data processing systems study, design, and programming. At least three (3) years of that experience must have been in a lead capacity.
- Requires the possession of a bachelor’s degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Scope of Work:
Capio Group is looking for an experienced Requirements Project Manager to assist with requirements management and develop and maintain the project in a Requirements Management Tool (such as Microsoft Azure DevOps (ADO)), for the clients Legacy System. This project is a medium complexity, mid-level information technology (IT) project involving information system development, integration, data conversion, and deployment and moves through the California Department of Technology (CDT) Project Approval Lifecycle (PAL) phases.
The Requirements Project Manager will be responsible for tasks including but not limited to:
1. Planning and Reporting
- Requirements Management Work Plan
- Schedule of resources and tasks relevant to the Requirements Management activities, including anticipated delivery dates for all Requirements Management work products. Meetings and work sessions will be scheduled as needed.
- Using Microsoft Project, the Contractor shall schedule Contractor tasks and provide the schedule to the project Schedule Manager per the project Schedule Management Plan.

- Processes for managing the requirements and tools
- Provide Weekly Updates to the clients Project Director and the Project Scheduler of assigned tasks from the Master Project Schedule for Requirements Management activities, including anticipated delivery dates for all work products.
- Submit Monthly Status Reports (MSRs) summarizing the current status and updates made since last report related to:
- The Requirements Management Work Plan for planned, actual, and completed activities,
- The status, risks or issues, and change requests relevant to all requirements, the Requirements Traceability Matrix, and the requirements management tool.
- Review and analyze current requirements, business rules, and use cases. Assist with refinement of mid-level requirements.
- Review and analyze the Project Requirements Management tool.
- Recommend and document suggested process improvements by working collaboratively with the Project Team.
- Finish build-out of requirements repository within the Microsoft Azure DevOps (ADO) project, working closely with the project Team to ensure requirements are imported and that setup of cross connections, dependencies, business rules, and administrative templates are complete.
- Develop queries and dashboard within requirements management tool for real time display of requirements status. Ensure the dashboard is accurate and produces relevant reports.
- Create, validate, and maintain Project Requirements Traceability Matrix.
- Perform Knowledge Transfer to State staff through work sessions and documentation identifying the processes to setup, maintain, and manage cross connections, dependencies, business rules, and administrative templates in the requirements repository within Microsoft Azure DevOps (ADO) application.
- Maintain the Project Requirements Management tool in Azure DevOps and document the processes that enable end-to-end requirements traceability functionality from objectives to mid-level requirements to solution requirements to use cases with corresponding user stories to UAT scripts and to defects. The tool should be configured to allow the client to determine which requirements have been met by test cases, and which are still unmet or only partially met.
- Process documentation should include the PAL Requirements Traceability Matrix.
- Actively monitor and manage backlog items and requirements. Ensure requirements are updated by the appropriate owners and that all appropriate information and steps have been accurately documented.
- Manage and monitor Requirements Traceability Matrix and validation of requirements.
Monitor the System Contractor’s use of the ADO tool for completeness, accuracy, following standards, and timely updates. - Lead requirements review and analysis as part of the change request process. Facilitate review of new or updated requirements and ensure updates are reflected in the requirements management tool (ADO) for completeness and accuracy.
- Present requirements-related risks and issues and propose mitigation strategies.
- Provide updates to the Project Requirements Management Plan to align with the active requirements management methodology, processes, and procedures in place.
- Deliver a Final Report that summarizes the requirements management activities, critical events or decisions, lessons learned, costs, tasks, and results. The Final Report must include knowledge transfer information necessary to allow the client to continue or finalize any outstanding requirements management activities or efforts.
- Perform as-needed tasks such as ad hoc reports, briefings, presentations, and analyses.
- Within the last seven (7) years, must have at least two (2) years of demonstrated experience using Microsoft Azure DevOps for requirements management and traceability for a medium complexity, mid-level information technology (IT) project.
- Within the last seven (7) years, must have at least three (3) years of demonstrated experience building and maintaining a requirements repository for a medium complexity, mid-level information technology (IT) project.
- Within the last seven (7) years, must have at least two (2) years of demonstrated experience in creating queries and reporting for dashboards, pipeline reports, etc. in Microsoft Azure DevOps.
- Must have at least two (2) years of experience managing end-to-end traceability of requirements on at least one government IT project.
- Must have a minimum of seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.
- Must possess a bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year- for-year basis. A copy of the degree must be provided upon request.

Proposal Manager

Scope of Work:
The Proposal Manager will be responsible for managing the proposal team, coordinating and writing strategic, persuasive, and high-quality content for proposals and other media types, including brochures, social media, websites, and more on an as-needed basis. This position will lead all phases of the Proposal Development process including participating in team review of new opportunities, managing and tracking opportunities (and associated proposal response), content development, assignment of content development, organization of proposal materials, editing, formatting, final production & post-production activities, and maintaining proposal repositories. The individual will also be required to support other tasks as needed such as the editing/production of presentations and deliverables to clients, maintaining and editing templates, and managing processes/systems associated with the proposal development function.
Responsibilities including but not limited to:
- Manage the proposal team (proposal coordinator, copy writer, etc.) and effectively collaborate with Account Manager(s) to drive the proposal development and submission.
- Collaborate with Subject Matter Experts and translate highly technical information to author: technical content for proposals, capability statements, company website content, social media, and content for other marketing channels.
- Manage the end-to-end proposal process including: proposal planning, content design, development, review, and final publication.
- Review and analyze solicitations (RFPs, RFOs, SOWs, etc.) and related documents to draft and develop compliant proposal outlines and responses.
- Lead proposal management activities, including development of work plans, proposal schedules, and action items, to maintain compliance with solicitation requirements while ensuring all deadlines are met.
- Prepare all proposal development supporting documentation (go/no go meeting notes, proposal development schedule and production checklist, and proposal outline).
- Combine content from various sources into a comprehensive package.
- Confirm final content is compliant with solicitation and client requests.

Mandatory Experience:
- At least 1 years of experience working as a Proposal Manager or similar role.
- 3+ years of experience leading/managing proposal lifecycle.
- 2+ years of experience writing persuasive content for proposals
- At least 1 year of experience managing/building a proposal team
- At least 1 year of government proposal development experience (California gov't preferred).
- At least 1 year of information technology (IT) proposal development experience.
- Ability to translate highly technical information into pieces that are easily understood by a variety of audience backgrounds.
- Strong verbal and written communication skills including grammar, spelling & editing skills along with an extremely high attention to detail and accuracy.
- Advanced knowledge Adobe PDF, the Google Suite (Docs, Sheets, Slides, Calendar, and Gmail), Microsoft Word and Excel.
- Advanced abilities in formatting, creating, and editing templates.
- Ability to priorities and managing multiple proposals/projects simultaneously within rigid timeframes and short turnaround time as needed.
- Must work according to PST business hours of 8-5. Willingness to work outside of regular business hours if required based on client needs.

Capio Group is looking for an experienced Data Analyst/Lead to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems that duplicate data and functionality in silos preventing cross-analysis and lacking the support of modern work automation tools for facilitating process improvement. The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform.
As part of the team, the Data Analyst/Lead will be responsible for tasks including but not limited to:
- Supports the organization by translating business initiatives and goals into analytical questions, identifying critical metrics, conducting analysis, and developing reporting.
- Help identify relevant datasets, contribute to data transformations, clean data, and conduct exploratory and statistical analyses to identify, analyze, and interpret trends or patterns in complex datasets.

Capio Group is looking for an experienced Product Manager/Lead Analyst to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems that duplicate data and functionality in silos preventing cross-analysis and lacking the support of modern work automation tools for facilitating process improvement. The team will be responsible for successfully supporting the system within the agreed-upon schedule and standards, focus on driving process improvement and standardization efforts to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize the systems that will be better equipped to address outcome disparities, ensure high quality services, collaborate with accountable partners, report on key outcomes, access, and delivery metrics and also support innovation and payment reform.
As part of the team, the Product Manager/Lead Analyst will be responsible for tasks including but not limited to:
- Completion of new custom modules or applications as outlined for the recommended solution.
Digital Support Services to provide Agile development support and coordination across technical teams. - Program Support services to support legacy processes while redirected Program resources support newly developed systems.
- IV&V oversight.
- Involves Identifying inefficiencies, implementing best practices, and fostering collaboration among stakeholders to ensure consistent processes.
- Improve data accuracy, facilitate better decision-making, and support long-term scalability by standardizing workflows.

- Discover and document opportunities for achieving OKR through business process re-engineering, current technology enhancements, and/or identifying new technology needs.
- Identify the affected programs, user types, and Happiest Path user journeys for internal and external participants in the current system processes.
- Understand and document the additional scenarios that any solutions would need to address and relative importance to OKR.
- Write proposals and document solution alternatives for the future state of the current system processes and best practices.
- Work with Clients technical teams to determine the scalable architecture for the alternative solutions; align the future state of current systems with Clients Enterprise Architecture and Infrastructure initiatives.
- Develop and present implementation plans and roadmaps to Clients executives for the future state of current systems.
- Work with health care plans, oversight agencies, and federal partners as necessary to secure support for proposals related to the future state of the current systems.
- Develop and maintain a clear product vision and roadmap that aligns with business goals and stakeholder priorities.
- Collaborate with a cross-functional team, including internal and external resources, and collaborate with other internal and external contractors and staff to gather requirements, manage expectations, and ensure alignment.
- Analyze business and technical requirements, prioritize them based on value and feasibility, and translate them into actionable deliverables.
- Guide development teams through planning, sprints, and releases, ensuring adherence to timelines and quality standards.
- Identify potential risks and dependencies, develop mitigation plans, and adapt strategies as needed to keep the project on track.
- Lead efforts to manage changes in scope, requirements, or timelines, while minimizing impact on project objectives.
- Identify inefficiencies in workflows or processes and implement solutions to enhance productivity and delivery speed.
- Monitor KPIs and project progress to evaluate the success of deliverables and ensure they meet quality standards and objectives.
- Ensure that the project adheres to industry standards, legal regulations, and organizational policies.
- Must have minimum of three (3) years of experience in understanding end-to-end product development cycles developing products; UX conducting market research; generating product requirements; determining product road maps and specifications, production timetables, and time-integrated plans for product introduction; and developing service to market strategies; and managing client service relations.
- Must possess a Bachelor’s degree from an accredited college or university. Successful completion of a bootcamp in a related field plus an additional year of experience may be substituted for the degree requirement. A copy of the degree must be provided upon request.
- Within the last five (5) years, must have a minimum two (2) years of experience, as a project manager on IT projects having a minimum one-time cost of five (5) million dollars.
- Within the last five (5) years, must have a minimum three (3) years of experience in developing use cases, scenarios, and workflow analysis to help create and validate business requirements.
- Within the last five (5) years, must have a minimum two (2) years of experience, performing business analysis on an IT project.
- Must have an active and valid Scrum Master Certification or Scrum Product Owner Certification. A copy of certificate must be provided upon request.
- Within the last five (5) years, must provide at least two (2) references from previous engagements of similar size, scope, and type of service.
- Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program.
- Within the last five (5) years, at least two (2) years of experience working with Medi-Cal or Medicare information technology systems.
- Within the last five (5) years, a minimum experience of defining and managing a product vision and strategy based on customer and stakeholder needs and market research.

- Must possess a current and valid Project Management Professional (PMP) certification issued by the Project Management Institute (PMI). PMP certification is required and may not be substituted with additional experience. A copy of the certificate must be provided upon request.
- Within the last ten (10) years, must have a minimum of three (3) years of experience working with Healthcare programs such as Medicare/Medicaid/Medi-Cal.

- Within the last ten (10) years, must have a minimum of two (2) years of experience assisting with converting and migrating legacy data on a large and complex IT system project*.
- Within the last ten (10) years, must be able to provide at least two (2) current references from previous engagements with other companies or government entities of similar size, scope, and type of service.
- At least three (3) years of experience in IT project management or coordination activities, including working with technical staff and business users.
