General Overview

Since 2010, Capio Group has been working with the California Public Employees’ Retirement System (CalPERS) to assist them with some of their biggest challenges and to meet their goals. As the nation’s largest public pension fund, CalPERS is home to over 2900 employees and serves more than 2 million members in the retirement system and 1.5 million members and their families in their health program. CalPERS organizational goals involve: strengthening the long-term sustainability of the pension fund; transforming health care purchasing and delivery to achieve affordability; reducing complexity across the enterprise; cultivating a risk-intelligent organization; and promoting a high-performing and diverse workforce.

Service Credit Purchases (SCP) Solution

Capio Group planned, designed, developed, deployed, trained users, and enhanced data and system solutions for a legislative change impacting Service Credit Purchases. Consultants facilitated stakeholder sessions to elicit data requirements and to review data architecture, database and application changes, form and report enhancements, and Financial system interfaces created by the team. Capio Group led testing phases and supported training on how to best manage the new SCP dataset and system. The SCP solution accepts payments and applies it to PeopleSoft and reduces the overall balance accordingly. The SCP module which Capio Group enhanced is the largest financial integration into the myCalPERS system.

Financial Accounting and Contracts/Supply Chain Management Integration

Capio Group led the planning, development, and successful integration of two separate databases (Financial and Contracts) into a single integrated database and system for CalPERS (Government Public Sector Entity). The consultants provided governance planning for the system including Data Governance by helping identify data owners and data stewards for data sets within the PeopleSoft FSCM (Financials & Supply Chain Management) system. Our team refined the solution by enhancing reporting capabilities including a new DVBE and Small Business spending report serving DGS reporting and provided a comprehensive integration of two Financial Systems: Financial Accounting and Contracts/Supply Chain Management. The resulting solution had an end-to-end data management for CalPERS accounting, including: procurement, contracts, vendor management, asset management, general ledger, accounts payable, accounts receivable, and many other modules.

Governance Risk Compliance (eGRC) System Implementation

Capio Group developed, deployed, and optimized a CalPERS enterprise Governance Risk Compliance (eGRC) system. The solution leveraged data collected across the enterprise to measure, monitor and reduce risk. The team installed a solution that established Data Management governance through configuration of policies, processes, and procedures. eGRC provided a solution to data owners and other team members to manage datasets and proactively protect CalPERS data.

Successes

During the Service Credit Purchases project, Capio Group revolutionized the previous manual election process that takes an average of 90 days, with staff interaction. The team transferred the process to an online automated member portal implemented in three phases, that now takes 15 minutes, with no interaction from staff and eliminates the need for paper applications, forms, and dependent communications.

Capio continues to maintain a repository of Service Credit Purchase types for CalPERS, along with their costing methodologies, impacts to service credit calculation, and the associated pension legislation.
